The City of Big Rapids is requesting sealed bids for Dial-A-Ride window replacement project. All Bids shall follow the City of Big Rapids requirements of a sealed bid, placed within a sealed envelope submitted to the City of Big Rapids Treasury Department by (Monday, May 19 , 2025 @2:00 p.m. E.S.T), at which time they will be publicly opened and read aloud in the Office of the City Treasurer, 226 N. Michigan Avenue, Big Rapids, MI 49307. No bids will be received after that time. This solicitation will result in a firm, fixed price contract.
It is the intent of the City to award the contract to the lowest and most qualified bidder whose price and qualifications cause its bid to be considered the best and most responsive bid. The City reserves the right to reject all bids for sound documentable business reasons, to waive minor irregularities, or take such other actions regarding acceptance or rejection of bids and bid alternates as it deems, in its sole discretion, will serve the public interest.

All bids shall be clearly marked "BID FOR Dial-A-Ride window replacement project". The City of Big Rapids reserves the right to accept or reject all or any bids for sound documentable business reasons or to waive informalities, and to award the bid in any manner deemed to be in the best interest of the City.
All questions must be submitted in writing which can be sent to cwyman@cityofbr.org. Questions must be submitted 48 hours prior to bid opening. All questions and answers will be sent to all interested parties and posted on the City of Big Rapids website and any other advertising websites.
This project is funded by the Federal Transit Administration (FTA) and in cooperation with the Michigan Department of Transportation (MDOT). The project is subject to prevailing wage rates as attached in compliance with the Davis-Bacon Act and certified payrolls must be submitted weekly. The Federal requirements for this project are Construction Less Than $250,000 and are attached. A signed copy of page 1 of the federal requirements must be submitted with the bid. A signed copy of the attached Certification of Compliance with Federal Contract Clauses must also be submitted with the bid.
The award will only be to a responsive and responsible firm whose bid, conforms to all the material terms and conditions of the bid. All bid prices must remain valid for 60 days past the submission deadline.
“Protests about solicitation specifications or processes must be received ten (10) business days before the solicitation due date. Protests received after the due date, but before the award must be received before five (5) business days after the due date. Post award protests must be received by the City of Big Rapids no later than five (5) business days after the award decision.”
