Description
The proposed sole source contract action is for commercial services for which the Government intends to solicit and negotiate, under the authority of FAR 13.501(a), with one identified source. The Department of the Navy (DON) received a proposal from the Alliance for Creative Innovation (ACI) on an unsolicited basis. DON is still assessing the validity of the proposal in accordance with the FAR.

ACI is proposing to perform a critical assessment of current Navy recruiting tactics and provide new perspectives and approaches to the promotion of Navy recruiting. While the DON has and will continue to rely heavily on traditional firms, there is a need to explore additional ways to introduce and market the Navy to the general public.
The vendor shall be responsible for preparing and holding a two-day summit, delivering a detailed report on its findings, and presenting those findings to senior DON leaders.

The Alliance for Creative Innovation (ACI) is considered the only vendor capable of providing the unique services and encompasses a team with the following unique characteristics:
1. Directors, producers, and affiliated artists with experience in Hollywood productions
2. Affiliation with a premier academic institution to ensure heightened critical thinking, a rigorous set of metrics to measure success, and world-class, human-centered, design research
3. Strong familiarity and vast knowledge of the Navy, through diverse senior Navy leadership experience and a proximity to major Navy installations

The applicable North American Industry Classification Systems (NAICS) Code is 541613.
Interested parties may identify their interest and capability to respond to the requirement by providing a written response of no more than 3 pages. The submission shall include the following: company name, address, CAGE code, point of contact with corresponding phone number and email address, and comments with regards to capabilities and/or experience with similar services.

This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received within fifteen (15) days after date of publication of this notice of intent.
A determination by the Government not to compete this potential contract action is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
