Copies of this Request for Proposals (RFP) are available on the Sierra County website at Sierra County Bids and
RFPs.
Site Inspection
It is the responsibility of each bidder to visit and inspect all work sites identified in this RFP prior to submitting a
proposal. Bidders are expected to become familiar with the work areas, including road locations, boundaries,
terrain, surface conditions, fixtures, access, restrictions, and any other conditions that may affect the performance of
the required services.

understanding the scope and conditions of the work required under this RFP.
County staff will be available to provide information and answer reasonable questions regarding the roads, site
conditions, and services requested.
By submitting a proposal, each bidder acknowledges that it has had the opportunity to inspect the work sites and
has satisfied itself as to the nature and extent of the work, site conditions, access, and other circumstances that may
affect the cost or performance of the services.
Project Description
The selected Contractor shall provide snow removal and, when necessary, de-icing/sanding services on the
specified County roads identified in this RFP. Road surfaces shall be cleared of accumulated snow, ice, and slush
and treated with sand or other approved materials as needed to maintain reasonably safe travel conditions.
The required services shall include, but are not limited to, all labor, materials, equipment, trucks, tractors,
transportation to and from work sites, operators, supervision, and all other services necessary to perform the work
and maintain the specified roads in accordance with the requirements of this RFP.

SNOW REMOVAL SERVICES 2026-2027
SPECIFICATIONS
The intent of this proposal is to outline the requirements of the County of Sierra for snow removal
services.
The Snow Plowing/Removal Season is defined as the period December 1, 2026 through April 15,
2027, for which snow plowing contractors shall enter into a contract with the County of Sierra to
plow or remove snow on County roads when, at the discretion of the Director of Transportation or
authorized designee, the accumulation of snow necessitates the use of additional snow plowing
equipment to supplement the County snow plowing fleet. A MINIMUM ACCUMULATION,
FOUR (4) INCHES OR MORE OF SNOW SHALL DICTATE THE CALLING OUT OF
CONTRACTORS.
1. CONTRACTOR'S OBLIGATION
The snow plowing contractor (hereafter referred to as the contractor) shall provide any and
all vehicles, equipment, properly licensed truck driver and/or operator to efficiently perform the
work and shall be solely responsible for the safe, proper and lawful use and maintenance of the
contracted equipment. Further, the contractor shall secure all licenses, registrations, and
insurance certificates required by law, and this proposal for the execution of this work and shall
comply with all Federal, State, and local laws, ordinances or other regulations relating to the
performance of this contract.
2. GENERAL REQUIREMENTS AND PROCEDURES
2.1 The contractor shall be required to plow when called upon to do so by the
Director of Transportation or authorized designee. The contractor shall, all
times, report to the assigned check-in point directly after the initial "call out"
request is received by the contractor. The County shall inform the contractor
when to start and stop plowing. No waiting/stand-by time shall be allowed.
2.2 Contractor shall respond to the County upon notification by the Director of
Transportation within 3 hours of notification. The Director or authorized
designee shall make every effort for early notification in light of a pending major
storm.
2.3 Snow removal start time means the time that the plow actually begins removing
snow, not the time of the initial notification that snow removal services are
required.
2.4 The amount paid is based on the County's recorded time for a plow start to plow
finish. Should there be a discrepancy between the contractor's time and the
County's recorded time, the Board of Supervisors will be the final arbitrator.
2.5 Should the contractor refuse to respond to the County's callout, the County shall
immediately forward written notice to contractor that he is in default of the
contract and the County shall award the balance of the contract to the next
lowest responsible bidder.
2.6 If the County is unable to reach the Contractor on the first attempt, a second call
shall be made within a reasonable period of time, not to exceed one hour after
the initial attempt. If the Contractor fails to respond to the second call, the
Contractor shall be deemed in default of the Contract.
2.7 When the contractor responds to a "call out," Contractor shall be expected to
plow or sand for a minimum of four (4) hours unless released by the Director of
Transportation or authorized designee. Contractor shall be required to plow
continuously, with the exceptions of meal breaks or breakdowns, until released
by the County Director of Transportation.
3. PLOWING
Plowing, in all cases, shall be with the flow of traffic. Normally, or as directed,
plowing shall be accomplished as per the instructions of the Director of
Transportation or authorized designee. In most cases snow will be plowed to the
right side of the roadway.
4. EQUIPMENT
All equipment must be legally licensed and in first class operating condition and must
be equipped with mud and snow type tires and/or full link type chains on all drive
axles and sufficient ballast.
5. REPAIRS
In case of an equipment breakdown, contractor shall notify the Director of
Transportation or authorized designee as soon as possible. Contractor shall be paid for
one-half hour of Repair time only. After repairs have been completed, the Director of
Transportation or authorized designee shall be notified that said equipment is again
operational.
6. OPERATING EXPENSES
All operating expenses of the vehicle and driver such as, but not limited to, liability
insurance, workmen's compensation, social security, meals, repairs, etc. shall be borne
by the contractor. Should the County of Sierra have to provide fuel on an emergency
basis, said costs shall be deducted from the contractors payment.
7. SUBCONTRACTING
Subcontracting SHALL NOT BE ALLOWED under this proposal. Each
contractor shall enter on the Contractor's Information Sheet only equipment owned,
insured and registered by said contractor.
8. CONTRACT
After the award of a contract, each contractor shall be required to sign a written
agreement. SAID AGREEMENT MUST BE RETURNED TO THE COUNTY'S
DIRECTOR OF TRANSPORTATION WITHIN TEN (10) DAYS AFTER
RECEIVING THE AGREEMENT. An insurance certificate, with coverage of at least
the amount specified in attached sample agreement.
9. INSURANCE REQUIREMENTS
See attached Sample Agreement for details.
10. These guidelines are provided for standardizing the preparation and submission of proposals by all
Contractors for professional services. The intent of these guidelines is to assist Contractors in
preparation of their proposals, to simplify the review process by the County, and to provide
standards to better compare proposals.
A maximum of forty (40) single sided or twenty (20) double sided pages will be submitted (including the
introductory letter and resumes).
Proposals will contain the following information in the order listed:
1. Introductory Letter:
The Introductory (or transmittal) letter shall be addressed to:
Josh Handel, Director
Department of Transportation
County of Sierra
101 Courthouse Square
P.O. Box 98
Downieville, CA 95936
The letter will include the Contractor's contact name, mailing address, telephone number, and email
address. The letter will address the Contractor's understanding of the project and any other pertinent
information the Contractor believes should be included.
2. Office / Equipment Yard location:
Identify the location from which the equipment operator will be dispatched.
3. Qualifications and Experience:
Identify key staff proposed for the project team and their availability. Describe the responsibilities of the
staff and extent of involvement with the project. Any changes in key personnel after the award of contract
must be requested in writing and approved by the County before the change is made. Three (3) references
are to be listed for contractor. References will be contacted as part of the selection process.
The proposal must clearly describe the Contractor's ability for undertaking and performing the work. It
must list projects of very similar work performed by the proposed project team. These projects must
illustrate the quality and past performances of the project team. A discussion of challenges faced, and
solutions developed by the team are recommended. Contact names and current telephone numbers are to
be provided for each project. The projects listed should include the names of staff and other team
members involved in the work.
Supportive information and references in support of the Contractor's qualifications may include graphs,
charts, photographs, resumes, references, etc., and is at the Contractor's discretion.
The Contractor is reminded that the proposal must be specific and concise.
CONTRACTOR SELECTION PROCESS
After the period has closed for receipt of proposals, each proposal will be opened and examined to
determine compliance with the requirements specified in the Request for Proposal (RFP). Any proposal
that does not meet the format requirements will be eliminated from competition and returned to the
Contractor. The County may reject any proposal if it is conditional, incomplete, or contains irregularities.
The County may waive an immaterial deviation in a proposal. Waiver of an immaterial deviation shall in
no way modify the RFP documents or excuse the Contractor from full compliance with the contract
requirements if awarded the contract.
The selection panel will review each proposal that meets the format requirements. Panel members will
individually evaluate each technical proposal in accordance with the evaluation criteria shown herein.
The panel members will meet to tally and average scores for each proposal. The proposals will be ranked
based on the average scores. The selection panel will prepare the final ranking based on the criteria
contained herein. Based on the rankings, the County may either decide to conduct interviews with the top
two or three ranked Contractors, or the County may select a Contractor directly from the final rankings.
If the Proposal is acceptable to the County reviewers and agreement is reached, the top ranked firm will be
recommended for award subject to approval by the Board of Supervisors. If agreement cannot be reached
with the top ranked firm, the County will close negotiations and may enter into negotiations with the second
ranked firm.
This Request for Proposal does not commit the County to award a contract, to pay any costs incurred in the
preparation of the proposal, or to procure or contract for services. The County reserves the right to accept
or reject any or all proposals received as a result of this request, to negotiate with any qualified Contractor,
or to modify or cancel in part or in its entirety the Request for Proposal if it is in the best interest of the
County to do so.
All products used or developed in the execution of any contract resulting from this Request for Proposal
will remain in the public domain at the completion of the contract.
Upon approval of the selected Contractor by County, a mutually acceptable price will be negotiated; a
written Agreement will be prepared, executed by the Contractor, and reviewed by the County for
approval and execution. The Contractor will be available to work immediately upon execution of the
Agreement by the County.
Any proposal received prior to the time and date specified above may be withdrawn or modified by written
request of the proposer. To be considered, however, the modified proposal must be received prior to the
specified deadline. Proposals received after the time and date specified above will not be considered and
will be returned unopened to the proposer.
Unsigned proposals or proposals signed by an individual not authorized to bind the prospective
Contractor will be rejected.
