Summary

The County of Solano – General Services Department, Fleet Operations Division is seeking qualified, licensed, and experienced towing service providers to furnish comprehensive county-wide towing and recovery services. The selected contractor(s) will support a diverse fleet of light-, medium-, and heavy-duty vehicles and equipment operated by multiple County departments, including law enforcement, public works, emergency operations, and general services.

The intent of this Invitation for Bid (IFB) is to establish a competitively priced, responsive, and professionally managed towing program that ensures safe, timely, and cost-effective vehicle recovery, transport, storage, and related services. The County is seeking vendor partners who demonstrate strong operational capacity, 24/7 availability, appropriate equipment for varied vehicle classes, and the ability to respond to urgent and high-priority situations throughout Solano County and surrounding service areas.

This contract will support operational continuity, reduce downtime, and enhance public safety by ensuring County vehicles and equipment are recovered and transported efficiently, safely, and in compliance with all applicable laws and industry standards.



Background

The County of Solano maintains and operates a fleet of over 700 vehicles and equipment assets supporting essential public services. Fleet assets include administrative sedans, marked and unmarked law enforcement units, specialty enforcement vehicles, public works trucks, construction equipment, and zero-emission vehicles (ZEVs). Many of these vehicles operate under demanding conditions, including 24/7 patrol assignments, emergency response, field operations, and remote job sites.

Due to the geographic distribution of County facilities, field work locations, and emergency response needs, towing services must be reliable, scalable, and capable of servicing urban, rural, highway, and off-road environments. Towing requests may include standard breakdown recovery, collision recovery, heavy-duty towing, winching, equipment transport, after-hours emergency response, and secure storage when necessary.

Additionally, the County is advancing regulatory compliance initiatives related to California Air Resources Board (CARB) mandates and zero-emission vehicle deployment. As the fleet transitions toward increased ZEV integration, vendors must be prepared to safely transport electric and hybrid vehicles in accordance with manufacturer guidelines and industry safety standards.

The County seeks a vendor partner that can provide consistent service levels, transparent pricing, rapid response times, professional documentation, and coordination with Fleet Operations to minimize downtime and operational disruption. Vendors that demonstrate strong safety practices, modern dispatch capabilities, appropriate insurance coverage, and the ability to support law enforcement and emergency operations will be highly competitive.
