SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The U.S. Department of Interior, U.S. Geological Survey (USGS) is conducting MARKET SURVEY to determine the interest and capability of any Small Business (SB) and Indian Small Business Economic Enterprise (ISBEE) firms eligible to compete under NAICS Code 541330 with size standard of $25.5 million, 541360 with size standard of $28.5 million, or 541370 with size standard of $19 million. capable of providing professional mapping services throughout the United States, its territories, possessions, and other areas for projects within the USGS science mission. In no case will any projects be performed in areas considered hostile or where there are travel restrictions in place.
Services shall include but are not limited to the following:

All services provided shall be performed under the supervision of a licensed professional engineer, certified mapping scientist certified photogrammetrist, or registered land surveyor with demonstrated proficiency in all the services listed in this announcement.

The required services include remotely sensed data acquisition from multiple platforms, including airborne (fixed wing and helicopter based); unmanned systems (small and large; air- and water-borne); vessel based, and ability to access space-based platform data sources. Types of data to be collected include but are not limited to topographic lidar; natural color, photogrammetric point cloud; 4-band.

Products and services to be provided include high resolution topographic and geophysical data and map products; extraction of hydrographic data from imagery, lidar, radar and other ancillary sources; demonstrated ability to quality assurance and quality control of geospatial data and products both of internally developed products and for 3rd party services; emergency acquisition and geospatial product generation for disaster response and recovery, and survey and control services including cadastral surveying.

Applicants shall be able to demonstrate current capacity and capability to manage multiple simultaneous projects of at scales least 1,500 square miles or larger.

THERE IS NO SOLICITATION AT THIS TIME. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSBILITY OF THE CONTRACTOR.

This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

Responses to this announcement are requested from (1) Indian Small Business Economic Enterprise (ISBEE), (2) SBA certified Small Business HubZone firms; (3) Small Business firms certified by a Small Business Administration (SBA) district or regional office for participation in the 8(a) program; (4) Service-Disabled Veteran-Owned small Business firms; (5) Small Businesses (SB).

In response to this announcement, please indicate your firm's socioeconomic status (e.g. ISBEE, small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy.

A firm is considered small under NAICS Code 541330 with size standard of $25.5 million, 541360 with size standard of $28.5 million, or 541370 with size standard of $19 million. Any information submitted is voluntary. If sufficient interest and capability is not received from firms in categories (1) through (5) above, any solicitation may be issued as unrestricted without further consideration.

Interested small business firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS.

Your company must have a DUNs number and be registered and have an active registration on-line at the System for Award Management (SAM.gov).

This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the SAM.gov website and no paper copies will be provided.
