I. Introduction
The City of Bangor requests proposals to furnish and deliver a Plug-In Hybrid
Passenger Van FOB Destination to the City of Bangor Fleet Maintenance Division, 481
Maine Avenue. The vehicle shall be a new, current-year passenger van furnished and
delivered in accordance with the attached specifications. The City will consider alternate
bids for the purchase of unsold previous year’s models if it meets or exceeds the
requested specifications.
II. General Information
General information is available on the City’s website at the following web address:
www.bangormaine.gov/proposals. By submitting a response to this solicitation, the
bidder accepts the responsibility for downloading, reading and bidding by the terms and
conditions set forth in the City’s “General Information for Vendors”.
III. Submission
To be considered, return page four of this Request for Proposals and the Bid Form
(page 5) in an envelope clearly marked “Bid No. P: Plug-In Hybrid Passenger Van
Bid” by 2:00 PM, Wednesday, July 22, 2026 to the Purchasing department, City Hall,
73 Harlow Street, Bangor, Maine 04401.
Bids may also be submitted via email by sending to: bids@bangormaine.gov. If emailing
bid, please reference “Bid No. P27-02: Plug-In Hybrid Passenger Van” in the subject
line. Proposals will be publicly opened at the time stated above.
Proposals will be publicly opened at the time stated above in the Paul Bunyan Room (First floor
near the side entrance), in City Hall, 73 Harlow Street, Bangor, ME.
A tabulation of all bids received will be available as soon as possible after the opening.

IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30
PM, Monday, July 13, 2026.
The City will issue a response before 4:30 PM, Friday, July 17, 2026, . The response
will be in the form of an addendum, which will be available on the City’s website. Visit
https://www.bangormaine.gov/Bids.aspx for results. The "Show
Closed/Awarded/Cancelled Bids" box must be checked to see the proposal information.
V. Late Bids
It is the responsibility of the Bidder(s) to see that their bids have sufficient time to be
received by the Purchasing Department before the submittal deadline.
Any bid, portion of a bid, or unrequested bid revision received at the City of Bangor
Purchasing Department after the time and date specified, will be returned to the Bidder
unopened.
VI. Withdrawal of Bids
No Bidder may withdraw their bid for a period of ninety (90) days from the date of
opening. All bids shall be subject to acceptance by the City during this period.
To withdraw a bid prior to the opening, the bidder shall request the withdrawal in writing.
All costs associated with the withdrawal (i.e. mailing fees) will be borne by the Bidder.
VII. Award
The bid award will be based on the following:
1. Quality and performance of vehicles offered.
2. Availability of vehicles and equipment.
3. Prior history or experience with the Bidder and vehicles (if no history or
experience, references may be requested for the successful Bidder).
4. Cost.
VIII. Rejection
The City of Bangor reserves the right to reject any and all bids, to waive any
informalities or defects in bids or to accept a higher cost bid if it is deemed to be in the
best interest of the City of Bangor. The City also reserves the right to negotiate with the
successful Bidder.
IX. Information for Bidders
Pages three (3) through five (5) of this request must be completed and returned with all
questions answered to be considered.
Any exception to the provisions in the specifications must be marked in the body of this
document and itemized on a separate page titled “Exceptions”, referenced by section
number and paragraph, along with a detailed explanation of the exception.

The vehicles and all equipment must be thoroughly inspected, serviced and ready for
use upon delivery. All work performed must meet established industry standards of
quality to be acceptable. Any unacceptable work must be corrected before payment is
issued.
All Federal and State taxes must be excluded from the bid price. A tax exemption
certificate for the City of Bangor shall be furnished to the successful Bidder upon
request.

X. Specifications
The specifications listed below represent the City’s basic requirement for the vehicle
requested. The specifications should be viewed as a guideline for the City’s needs and
not an absolute minimum or maximum requirement. Alternate specifications will be
considered.
