Description

1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.





1.a. Project Title: Dental Laptop



1.b. Description: The Southern Arizona VA Health Care System (SAVAHCS) is seeking a contractor to provide an HP 64" Latex 730W Printer, inks, installation and removal.



1.c. Project Location: The Southern Arizona VA Health Care System (SAVAHCS) located in Tucson, AZ.



1.d. Solicitation Number: Request for Quotes (RFQ) - 36C26225Q1501.



1.e. Set Aside: Veteran Owned Small Business



1.f. Applicable NAICS code: 334118 Computer Terminal and Other Computer Peripheral Equipment Manufacturing. A Non-manufacturer rule class waiver is available and can be found under the SBA website.



1.g. Small Business Size Standard: 1000 employees.

2. Scope. The Veteran’s Integrated Service Network 22 is seeking a contractor to provide a Brand Name Only, HP 64" Latex 730W Printer, inks, installation and removal, having the following, salient characteristics below, adhering to the SOW, S02 36C26225Q1501 attachment clauses and provisions.

Salient Characteristics




  1. Print Technology:

    1. Must utilize water-based HP Latex Inks with third-generation latex formulation that includes an odorless, water-based polymer latex ink system to meet environmental and workplace safety requirements.



  2. Media Compatibility:

    1. Must support wide format printing up to 64 inches in width.

    2. Must be compatible with a broad range of media types including paper, vinyl, canvas, film, textiles, backlit, and mesh materials with or without liner.



  3. White Ink Capability:

    1. Must include integrated white ink functionality with automatic recirculation and printhead maintenance to reduce waste and manual intervention.

    2. Must allow for under flood, overflood, and spot modes for white ink layering.



  4. Curing and Drying System:

    1. Must include an integrated curing system that ensures prints are dry and ready for immediate finishing and delivery upon exit from the printer.

    2. Curing system must operate at a lower temperature to accommodate heat-sensitive media.



  5. Environmental Standards:

    1. Must be designed for low emissions and meet criteria for UL ECOLOGO®, ENERGY STAR®, and EPEAT compliance.

    2. Must be suitable for installation in occupied office environments without special ventilation.



  6. Print Resolution and Quality:

    1. Must deliver up to 1,200 dpi resolution with embedded spectrophotometer for consistent color calibration and accurate color reproduction across print jobs.



  7. Operational Efficiency:

    1. Must include HP PrintOS compatibility and an onboard touchscreen interface for remote monitoring, job queue management, and real-time diagnostics.



  8. Ink Supply System:

    1. Must utilize modular ink cartridges with bulk capacity (775 ml or greater) and incorporate automated maintenance and printhead service station.



  9. Built-In Cutter and Take-Up Reel:

    1. Must include a built-in automatic cutter and heavy-duty take-up reel system to support unattended printing of long runs with precise media handling and alignment.



  10. Training and Support:

    1. Vendor must provide installation, configuration, and on-site user training.

    2. Must include a minimum one-year warranty with next-business-day on-site support or equivalent.

    3. The painter must Achieve consistent, high-quality prints with HP Pixel Control ink mixing and distribution.

    4. The HP Embedded Spectrophotometer enables accurate color profiling, while HP Latex Inks and automated double-sided printing1 support a wide range of high-margin applications.

    5. Deliver stunning prints with uniform colors via precise HP Pixel Control ink mixing

      and distribution.

    6. Printer must Load media quickly and easily with spindle-less front-loading and save media by printing from the leading edge.

    7. Must remove and dispose of old printer currently in use.

    8. Must have 5 Year Extended Warranty to replace/repair any malfunctioning components, excluding printheads.











3. Submit written offers with spec-sheets of proposed items in accordance with the following instructions, as well as Addendum to FAR 52.212-1, Instruction to Offerors. Oral offers will not be accepted. Complete and submit bid via email no later than 12:00PM PST Thursday, September 18, 2025, to israel.garcia2@va.gov. Ensure the following are completed and/or included in the quote packet:





3.a. Vendor Information with SAM UEI.



3.b. Concurrence/non-concurrence with solicitation terms, conditions, and provisions



3.c. Schedule of services. Items shall be FOB destination. Please specify offered item manufacturer and part number.



3.d. Provide an Authorized Distributor Letter/Memo from manufacturer if applicable.



3.e. Product must comply with all other clauses stated on the S02 36C26225Q1501 document.
