This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented by FAR 13, with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available. This combined synopsis solicitation is posted on both SAM and NECO (http://www.neco.navy.mil).

Requirement:
The Bureau of Medicine and Surgery (BUMED) requires human research protection program support services. Contractor personnel will provide subject matter expertise in compliance with DON HRPP and other regulations, providing support both to subordinate laboratories and DON HRPP itself, ensuring the success of DON HRPP’s mission.

The BUMED/FM and C Directorate, Contracting Department of NAVSUP Fleet Logistics Center Norfolk intends to solicit and award a Single Firm Fixed Price (FFP) purchase order to the responsible quoter who quote represents the best value after evaluation in accordance with the factors in the solicitation.
The period of performance is anticipated to begin on 15 February 2025 and continue through 14 February 2026. The solicitation contains four one-year option periods and one six-month option period pursuant to FAR 52.217-8.

The Solicitation number is N0018925QZ067. The proposed contract action is for commercial services in accordance with the Performance Work Statement. This requirement is being solicited on a 100 percent Service Disabled Veteran Owned Small Business set-aside basis. The NAICS code is 541715 and the size standard is 1,000 employees.

Submission of Quotes
Initial quotes and any amendments thereto are due on or before 30 December 2024 at 1200. Quotes shall be sent to megan.p.emery.civ@us.navy.mil.
