Project Description: Specifications include but are not limited to: The Lycoming-Clinton Joinder Board is soliciting proposals from qualified firms of certified public accountants to perform a financial and compliance (Single) audit for Fiscal Years 2025-2026, 2026-2027, and 2027-2028. There is no express or implied obligation for the Lycoming-Clinton Joinder Board to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. Any inquiries must be directed via the “Clarifications” feature within PennBid. The deadline for submitting questions is 4:30 pm on September 18, 2026. Responses to general questions will be circulated to RFP recipients. Sealed proposals for Financial & Compliance Audit Services for Fiscal Years 2025-2026, 2026-2027, and 2027-2028 will be received by The Lycoming-Clinton Joinder Board until 4:30 p.m. on September 25, 2026, via the PennBid website – http://Pennbid.Procureware.com. During the evaluation and selection process, proposers should be prepared to provide additional information, executive summaries, or make oral presentations, as requested. The Lycoming-Clinton Joinder Board reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected.
