Brownfield Opportunity Area Plan

The Village of Massena intends to complete a BOA Plan for an approximate 245-acre area in the village, including the zoning boundaries of the Commercial Business District along with the southern portion of the Grasse River, the Commercial Transition District along Main Street, the Commercial Auto-Related District and the Commercial Transition District south of the Raquette River. Economic development objectives include Main Street and waterfront access improvements, increased pedestrian connectivity and expanded opportunity for mixed-use and public use redevelopment to enhance placemaking and quality of life to support and attract small business, residents and visitors.

The BOA Plan will provide an in-depth and thorough description and analysis of existing conditions, opportunities, and reuse potential properties located in the proposed Brownfield Opportunity Area (BOA) with an emphasis on the identification and reuse potential of strategic sites that are catalysts for revitalization and culminate in designation of the area by the Secretary of State.

Minority-and Women-Business Enterprises (MBE-WBE) and Disadvantaged Enterprises (DBEs) are strongly encouraged to respond to this RFP, and/or to seek subcontractor arrangements, if appropriate, with responding proposers.
