Brief Description: MnDOT requests proposals for environmental documentation, geometric layout, and construction limits for State Project (SP) 3405-96. SP 3405-96 is a 2 to 4-lane conversion project on Trunk Highway (TH) 23 from a location just west of the south junction of TH 71 to a location west of the County Road (CR) 5 interchange where the 4-lane would taper back to a 2-lane highway. The goal of this contract is to provide MnDOT with environmental analysis and environmental documentation in the form of a MnDOT Environmental Assessment Worksheet (EAW), a federal non-programmatic Categorical Exclusion, Noise Report, Air Quality Report, and Greenhouse Gas (GHG) Emissions Impact Assessment and Offset Implementation Plan in order to determine a preferred alternative, provide a level 1 geometric layout, and provide construction limits adequate for determining right-of-way limits.
