Relocatable Classroom Portables for North Bay Elementary
The Board of Trustees of the Biloxi Public School District (hereafter referred to as “BPSD”) is soliciting
sealed Requests for Proposals (RFP) from qualified vendors (hereafter referred to as “Vendor”) for the
purchase of 8 relocatable classroom portables for North Bay Elementary. Proposals are to include
removal and haul away of four existing modular classrooms on property, preparation, delivery and
installation of new units as included in specifications herein. Sealed bids will be received at 160 St. Peter
Street, Biloxi, MS 39530 and electronically at centralbidding.com on or before 2:00 PM CST on Tuesday,
May 12, 2026. Proposals and specification responses will be opened and evaluated.

Interested parties shall submit a sealed bid proposal, clearly labeled with the words “CLASSROOM
PORTABLES-NORTH BAY” and the envelope should include the bidder’s Company Name, Company
Address and all applicable state and local license and registration numbers of the bidder (e.g. Certificate
of Responsibility). The fully-completed RFP with original signatures by an authorized representative must be
received on or before May 12, 2026 at 2:00 PM, CST in one of the following ways:

Purpose
The Biloxi Public School District (BPSD) is soliciting sealed Requests for Proposals (RFP) from
qualified vendors (hereafter referred to as “Vendor”) for the purchase of 8 relocatable classroom

Walkthrough
Vendors interested in submitting a bid have the option to schedule an on-site walkthrough on the
campus of North Bay Elementary, 1825 Popp’s Ferry Road, Biloxi, MS 39532. Site visits may be
scheduled with Chris Macmillan, by calling 228-326-4982. Site visits may be scheduled between
April 20-24, 2026.

Addenda
Any addenda issued after the issue of the RFP shall be covered in the proposal and in closing a contract
they shall become part thereof. If any questions arise with the RFP documents, proposers may submit to
the BPSD a written request for interpretation. Interpretation, if any, of documents will be made by
addendum to the RFP. Copies of any addendum will be posted on the website:
https://www.biloxischools.net/69136_2. Vendors should check the site on a regular basis for addenda
and/or communication regarding this RFP. The BPSD will not be responsible for any other explanation
and/or interpretations. Vendor shall acknowledge the receipt of all addendums which were issued during
the course of this RFP.
Withdrawal of Proposal
Proposals cannot be withdrawn after submission, unless a vendor makes a request, in writing, to the Biloxi
Public School District prior to the deadline for submitting proposals. The Biloxi Public School District will
not accept proposals submitted after the submission deadline.
Waivers
The Biloxi Public School District reserves the right to waive any formality and to reject any or all proposals
in whole or part.
If the Biloxi Public School District is closed for any reason, including but not limited to: acts of God, strikes,
lockouts, riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire
earthquakes, floods or other natural disasters (the “Force Majeure Events”), which closure prevents the
opening of proposals at the advertised date and time, all proposals received shall be publicly opened and
read aloud on the next business day that the agency shall be open and at the previously advertised time.
The new date and time of the proposal opening, as determined in accordance with this paragraph, shall not
be advertised, and all offerors, upon submission of a proposal, shall be deemed to have knowledge of and
shall have agreed to the provisions of this paragraph. Proposals shall be received by Biloxi Public School
District until the new date and time of the proposal opening as set forth herein. The BPSD shall not be held
responsible for the receipt of any proposals for which the delivery was attempted and failed due to the
closure of the district offices as a result of a Force Majeure Event. Each offeror shall be required to ensure
the delivery and receipt of its proposal by the BPSD prior to the new date and time of the proposal opening.
Governing Law
All RFPs and related documents submitted to the Biloxi Public School District by the vendor(s) are
governed under the laws of the state of Mississippi. Vendor(s) and its employee(s), representative(s),
and/or subcontractor(s) agree(s) to abide by all applicable federal, state, and local codes, laws, rules, and
regulations. An agreement resulting from this solicitation shall be governed by and construed in
accordance with the laws of the state of Mississippi. Venue for any and all legal action regarding or arising
out of transactions covered herein shall be solely in Harrison County, State of Mississippi.
Reserved Rights
The Biloxi Public School District reserves the right to:
Give full and proper consideration to the service, reputation, product knowledge, and experience of
all companies presenting bids, and to disqualify any such vendor it deems unqualified to provide
the service(s) requested.
Reject any and all bids for any reason.

Accept any alternative proposal believed to be in the best interest of the district.
Waive any technicality.
Biloxi Public School District Regulations
Vendor(s) and their representative(s) shall follow all applicable school district policies and regulations
while on the Biloxi Public School District property. No work shall interfere with school activities or
environment unless the principal or person in charge gives permission. Vendors are prohibited from
contacting or lobbying members of the school board, school district administrators, school district
employees, school district contractors, or school district consultants. Failure to conform will be grounds
for disqualification of the vendor.
Insurance
The vendor must provide a current copy of their company’s Certificate of Insurance with Workers
Compensation and General Liability Coverage. BPSD requires coverage for not less than $1,000,000.
BPSD must be listed as an insurer under the coverage provided. It is imperative that this insurance is
maintained throughout the duration of the contract. This coverage must be submitted and kept on file with
BPSD.
Pricing and Payment
Payment terms will be agreed upon after awarding the contract. For example, terms could be such as 25%
deposit upon board approval of signed contract, 60% at delivery and 15% after punch list completed. Bid
pricing to hold for 45 days from receipt of bid until issuance of purchase order.
Basis of Award
The contract will be awarded to the lowest and best responsive bidder meeting specifications, price, and
other factors considered. The award of a contract for any proposal is contingent upon the approval of the
vendor by the Biloxi Public School District Board of Trustees. The contract awarded under this RFP is
contingent upon the availability of funds to the Biloxi Public School District for this project. In the event
funds are not available, any contract resulting from this RFP will become null and void immediately.

II. PROPOSAL – GENERAL PROVISIONS
Introduction
The Board of Trustees of the Biloxi Public School District (hereinafter referred to as "BPSD is soliciting
formal bid proposals from qualified vendors (hereinafter referred to as "Vendor" or "Contractor” for the
purchase and installation of eight (8) manufactured modular relocatable classrooms (hereinafter referred
to as "Portables"), as per these specifications. It is the intent of these specifications to fully comply with
the minimum specifications for relocatable classrooms as adopted by the Mississippi State Department of
Education, Division of School Building and Transportation ("State"), as revised May 18, 1990 and effective
July 1, 1990. In order for any bid to be considered, Vendor must be currently approved (at the time the bid
proposal is submitted) by the State as an approved Vendor for the sale of Portables in the state of
Mississippi.
Quantity of Portables to Be Purchased
Eight (8) relocatable classrooms (either in single units or double units) shall be delivered to and installed at
North Bay Elementary School – 1825 Popp’s Ferry Road, Biloxi, MS 39532.
Site Visitation by Vendor and Subcontractor(s)
The Vendor and all subcontractors are strongly encouraged to visit the site receiving Portables to
familiarize themselves with existing working conditions. Failure to visit each site shall not relieve the
Vendor or any subcontractor of the responsibility of making changes required by conditions encountered
on the site.
III. SCOPE AND SPECIFICATIONS
Removal of Four (4) Existing Portable Buildings
Remove and haul away of four existing portables at North Bay Elementary School (see map in Appendix A).
Prior to removal of existing buildings, the Biloxi Public School District will disconnect all utilities to existing
buildings and will provide:
Removal of decks, steps, ramps and awnings
Removal of some skirting to access utilities
Removal of mini split units
Removal of chain link fence for access only

Delivery, Site Preparation and Installation of New Portable Buildings
Install eight (8) new, air-conditioned portable classrooms (either as 8 single units or 4 double units).
Portable classrooms must be new and cannot be used, refabricated or refurbished. The units must
comply with the minimum specifications for relocatable classrooms as adopted by the Mississippi State
Department of Education, Division of School Building and Transportation (“State”), as revised May 18,
1990 and effective July 1, 1990. In order for any bid to be considered, Vendor must be currently approved
(at the time the bid proposal is submitted) by the State as an approved Vendor for the sale of Portables in
the state of Mississippi.
