TOWN OF SALLIS, MISSISSIPPI
2024 CDBG WATER SYSTEM IMPROVEMENTS
Bids for the construction of the 2024 CDBG Water System Improvements Project will be received by The
Town of Sallis located at 6267 Front Street, Sallis, Mississippi 39160, until Friday, May 8, 2026 at 10:00
a.m. local time. At that time the Bids received will be publicly opened and read. Electronic bids will not
be accepted for this project.
The Project includes the following Work:
Base Bid - Installing a new potable-water booster station consisting of a 6,000-gallon collector tank, a
4,000-gallon hydropneumatic tank, hydropneumatic-tank control panel, 100-gpm service pumps, gate
valves, check valves, tie-ins to existing waterline, and yard piping. Additive Alternates - 610-limestone
gravel for driveway, chain-link fence, tree removal, stump removal and disposal, and rough grading.
Information and Bidding Documents for the Project can be found at the following website:
www.engserviceplans.com. Bidding Documents may be viewed and purchased electronically via the
designated website. The website will be updated periodically with addenda, lists of registered plan
holders, reports, and other information relevant to submitting a Bid for the Project. All official
notifications, addenda, and other Bidding Documents will be offered only through the designated website.
Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any,
obtained from sources other than the designated website.
Printed copies of the Bidding Documents may be obtained by paying a non-refundable deposit for each
set.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday
between the hours of 8:00 a.m. to 5:00 p.m.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer
to the Instructions to Bidders that are included in the Bidding Documents.
The successful bidder must comply with Section 3 of the Housing and Urban Development Act of 1968 (12
U.S.C. 1701u). CDBG regulations governing the grant require that, to the greatest extent feasible
opportunities for contracting, subcontracting, training and employment arising in connection with this
CDBG project will be extended to Section 3 businesses and Section 3 residents.
This project is subject to the Build America, Buy America Act (BABAA) requirements under
Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an
approved waiver, all iron, steel, manufactured products, and construction materials used in this
project must be produced in the United States, as further outlined by the Office of Management
and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy
America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors
and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment,
material and/or supply needs.

The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and
mechanics shall be paid at rates not less than those determined by the Department of Labor to be
prevailing for the locality in which the project is located.
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident Bidder’s
state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure
that Mississippi’s so-called Golden Rule is followed state law requires a non-resident bidder to attach to
his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident
contractors.
