Project Description: The City of Lancaster, PA will receive bids online for the Grit and Solid Waste Removal Contract until April 24, 2025, at 11:00AM at which time they shall be opened electronically and publicly posted on PennBid’s website. The City of Lancaster has a total of six locations where grit/screenings are collected and dumped into a front load dumpster. The AWWTP has multiple dumpsters. The dumpsters must be collected in an “empty” (contains no other municipal/residual solid waste) and delivered to the Frey Farm Landfill (FFLF) located at 3049 River Rd, Conestoga, PA 17516 during their normal posted hours of operation or an alternate location which must be pre-approved by the City.
There is no pre-bid meeting scheduled; however, it is required that Bidder conduct a pre-bid Site visits to all four locations during normal working hours. Site visits must be arranged by contacting Bryan Harner, bharner@cityoflancasterpa.gov, (717) 989-3638.
The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination.
The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
