Project Description: INVITATION FOR BIDS
The Montgomery County Housing Authority (MCHA) will receive sealed bids electronically via the PennBid Program (https://PennBid.net) for General and Mechanical Construction for Roof Replacement at Robert P. Smith Towers funded by Community Development Block Grant (CDBG) until 2:00 P.M. prevailing time on Tuesday, May 6, 2025 at which time the bids will be publicly opened at Robert P. Smith Towers. MCHA will only accept bids submitted electronically via the PennBid Program.
Bidding documents, including plans, specifications and solicitation details are only available on PennBid starting Thursday, April 3, 2025.
A Certified Check or Bank Draft, payable to the order of "The Montgomery County Housing Authority", U.S. Government Bonds, or a satisfactory Bid Bond, executed by the bidder and acceptable sureties in an amount equal to five percent (5%) of the bid shall be submitted on-line through PennBid. The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds.
This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
A non-mandatory, Pre-Bid Meeting is scheduled for 1:00 P.M. prevailing time on Monday, April 14, 2025 at Robert P. Smith Towers, 501 East High Street, Pottstown, PA 19464. A site visit will immediately follow.
The Montgomery County Housing Authority reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding when, in the opinion of the MCHA, such rejections or waivers shall be to its interest or advantage.
