The purpose of this notice is solely for the announcement of the Synopsis. This notice of intent is NOT a request for proposals or quotations.
The Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for the design and manufacture of submarine propulsor and shafting systems on behalf of the Naval Sea Systems Command (NAVSEA). This includes the design, development, manufacturing demonstration, evaluation, and production scale-up of advanced material (including composites), and multi-material prototype propulsor components, to support the SSN(X) Project Office (PMS 4XX) and Office of Naval Research (ONR).
NSWCCD intends to use other than full and open competition to award a Cost-Plus-Fixed-Fee (CPFF) Term, CPFF Completion, and Cost-Plus-Incentive-Fee (CPIF) Indefinite Delivery Indefinite Quantity (IDIQ) contract to Seemann Composites Inc. (SCI) in Fiscal Year 2025. The contractual actions outlined within the Justification and Approval (J&A) will provide for the continued development of Multi-Material Propeller Prototype (M2P2) prototypes, including Research and Development (R&D) tasking, such as coupon and article fabrication and testing, model scale prototype hardware, and full scale prototype hardware suitable for at-sea demonstration on fleet assets.
