    Overview
    The City of Sedro-Woolley ("City") is seeking submittals from firms interested in providing services
    to the Public Works Department for the SR20/Cascade Trail West Phase 2A STPUS-0020(200).
    The successful firm will have experience with expertise in Federal Aid multimodal pedestrian
    facility project design, construction, permitting, right of way acquisition and construction services.
    The City invites interested parties to respond to this Request for Qualifications (RFQ) by
    submitting their qualifications relating to this type of project. Disadvantaged, minority, small
    business enterprise and women-owned consultant firms are encouraged to respond. Upon
    consideration of the submittals, the City will negotiate final terms with the selected party.
    Project Description
    This project is the latest effort to provide a multi-modal pedestrian trail system roughly parallel to
    SR20 on a separated shared use path system. The Sedro-Woolley Comprehensive Plan has
    long identified this project as a needed improvement making this vital corridor more accessible
    for pedestrians and bicyclists. This route is designated as US Bike Route 10 and forms a part of
    the Cascade Trail system. The Cascade Trail Phase 2A project will add an additional 0.57 miles
    to the trail starting at Hodgin Road and ending at Holtcamp. Future projects will extend the multi-
    modal pedestrian trail further to the west and eventual link Burlington, Sedro-Woolley and
    Concrete, WA.
    The project envisions a 10-foot wide paved pathway parallel to SR-20 together with road and
    driveway crossings, one creek crossing, pedestrian crossings, drainage, and appurtenant
    features.
    This project has had previous design as follows:
    Construction plans: 90% complete. The native CAD files will be available to the selected
    firm.
    Specifications: to be completed based on specifications used at time of bidding
    Estimate: to be completed based on 100% construction documents
    Geotechnical explorations have been completed along length of trail and will be provided
    to the selected firm.
    Topographic survey has been completed and will be provided to the selected firm.
    NEPA was previously approved by WSDOT. The City's Environmental consultant is
    updating the NEPA for WSDOT approval based on the 90% plans. The City's
    Environmental consultant is assisting the city with all permits. The City holds the contract
    with the Environmental consultant.
    Right of Way (RW) phase has been obligated. The ROW Plan needs to be revised based
    on current trail layout and approved by WSDOT before ROW activities can resume. The
    City holds the contract with the ROW agent.
    The city is seeking the assistance of an engineering design consultant to finalize the construction
    documents and continue to support the City throughout the project. Bid support and
    Construction Engineering services may be added.
    Work to begin approximately in August 2026 and end by December 2028. There is currently a
    0% FSBE goal for the project, however all contracted consultants will be required to submit a
    Small Business Enterprise plan in accordance with WSDOT LAG manual with a 10% voluntary
    goal.

    Scope of Services
    The City is seeking professional services for SR20/Cascade Trail West Phase 2A STPUS-
    0020(200).
    Task 1. Design (PE) Phase
    o Task 1.0. Project Management and Administration
    o Task 1.1. Provide 100% Plans, Specifications and Estimates
    o Task 1.2. Provide Bid Ready Plans, Specifications and Estimates
    o Task 1.3. Provide utility coordination
    o Task 1.4. Update and finalize drainage report
    o Task 1.5. Prepare Right of Way Plan, original and two revisions. Coordinate and
    meet with ROW Agent and City for Right of Way Plan and revisions. Prepare
    legal descriptions and exhibits as required for acquisition.
    o Task 1.6. Management Reserve Fund (MRF). For ancillary tasks related to this
    project.
    The City of Sedro-Woolley reserves the right to retain the services of the successful firm(s) for
    any subsequent phases (additional design, RW, CN) or professional service tasks associated
    with the each phase.
    The work requires familiarity with all current regulatory design standards and requirements for
    federal aid projects as outlined in the Washington State Department of Transportation Local
    Agency Guidelines manual.
    Statement of Qualifications
    Firms interested in providing services to the City of Sedro-Woolley for this project will submit the
    following information:
    Statement of approach to the project.
    Overall experience and qualifications of the firm and/or sub-consultant firms to provide
    requested design services including:
    Roles, qualifications, and experience of key team members and sub-consultants
    o Completed WSDOT form 140-565 and Form 140-566 is required. Forms are available
    at: https://wsdot.wa.gov/business-wsdot/how-do-business-us/electronic-forms
    Familiarity with WSDOT/FHWA standards and requirements
    Availability: Describe your firm's ability to complete the project within the proposed schedule.
    List of similar size and types of projects together with references from owner agencies,
    including federal aid projects.
    Any unique or specialized services that make your firm qualified for this project.

    Evaluation and Selection Process
    The selection committee will evaluate all submittals based on evaluation criteria to include:

    Rankings may lead directly to negotiation with the most highly qualified firm or development of a
    short list of firms to be interviewed. The City reserves the right to select the most highly qualified
    firm based solely on the written response to the evaluation criteria. The City will be the sole judge
    in the determination of the most highly qualified firm.
    The highest ranked consultant may be invited to enter contract negotiations with the City. If an
    agreement cannot be reached, the next highest ranked consultant may be contacted for
    negotiations. The City reserves the right to terminate negotiations with any consultant should it
    be in the City's best interest.
    Submittal Requirements
    The statement of qualifications document shall not exceed 15 pdf pages, size 11 font.
    Conformance to these requirements will be considered part of the consultant's capabilities.

    Statements of qualifications must be received by 2:00 pm PST, July 28, 2026.
    All documents submitted become the property of the City of Sedro-Woolley and are
    subject to the provisions of the Public Disclosure Law.
    Paper or hard copy submittals will not be accepted or considered.

    Late statements of qualifications will be kept by the City, but not considered for award.
    The City accepts no responsibility for misdirected or lost documents.
    The City reserves the right to reject any or all submittals and to waive any irregularities
    and/or informalities.
    A respondent may withdraw a qualification submittal at any time prior to the final submission date
    by sending written notification of its withdrawal, signed by an agent authorized to represent the
    agency. The respondent may thereafter submit a new qualification submittal prior to the final
    submission date or submit written modifications or additions to a qualification submittal prior to
    the final submission date. Modifications offered in any other manner, oral or written, will not be
    considered. A final qualification submittal cannot be changed or withdrawn after the final
    submission date. The City of Sedro-Woolley shall not be responsible for qualification submittal
    preparation costs, including oral interviews (if held).

    Contract type (method of payment) will be Negotiated Hourly Rate utilizing WSDOT's Local
    Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement.
    Submission of cost proposal or elements of cost shall not be submitted until a consultant
    selection has been made.
