The 773d Enterprise Sourcing Squadron (773 ESS), on behalf of the Air Force Medical Service (AFMS) and Air Mobility Command (AMC), intends to award a sole-source, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Essex Industries, Inc. (CAGE: 19062) of St. Louis, MO.
This requirement is for non-commercial, depot-level maintenance and repair services for the Government's fleet of Next Generation Therapeutic Liquid Oxygen (NPTLOX) systems. The NPTLOX is a critical piece of military aviation life support equipment. Services include scheduled 36-month preventative maintenance, unscheduled major/minor repairs, and mandatory safety upgrades.
A critical and inseparable component of this service is the contractor's unique authority to issue or re-issue the military "Safe-to-Fly" (STF) airworthiness certification for the NPTLOX system after any depot-level service is performed. This certification is mandatory for the equipment to be used on military aircraft.
This notice is not a request for competitive proposals. However, all responsible sources who believe they can meet all of the Government's requirements, including the ability to access proprietary OEM parts and data and provide the mandatory STF airworthiness recertification, may submit a capability statement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The closing date for any capability statements is 15 calendar days from the date of this publication.
