Questions: Is this at a secured facility or is it open to the public? Do you have any pictures of the hydrant or 6" valve to be replaced?

Answer:

Attached are some photos of the hydrant and area around it. This is a secured facility but, that road is our only way in and out of the base. We can have one of the 2 lanes blocked off at a time while the work is being completed. The chains are removable for easier access as well.

The valve is buried a few feet down and I am unsure of the exact size. The hydrant appears to be fed by a 6in pipe. Only the valve stem is showing, which is what the T handle goes down to.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The contract will be awarded based on Lowest Price Technically Acceptable, Technical Capabilities, Past Performance and Price.

The solicitation document and incorporated provisions and clauses are those in effect through FAC# 2025-05 Effective Date 08/07/2025, HSAR 12/26/2024, HSAM October 2009, CGAP 06/20/2025. The Service Contract Act WD # 2015-5563 revision # 26 date of last revision 07/08/2025 applies.

Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

This acquisition is set-aside 100% for SMALL BUSINESS.

The associated NAICS code is 237110.
