Brief Description: MnDOT requests letters of interest for a Contractor to provide communications, engagement and outreach services to support the planning technical services tasks and deliverables of the I-694 transportation corridor study, which will be procured and performed under a separate contract. The goal of this project is to develop a Stakeholder Public Involvement Plan that will support and guide communications and engagement for the I-694 transportation corridor study. The Contractor will be responsible for conducting business and community based organization outreach, public engagement, and implementing public meetings/surveys/pop-up events, and leading the creation and distribution of all materials related to the engagement and communications, including interim and final engagement reports.

I (Interstate)-694 Transportation Corridor Study Communications and Engagement
1 Study Overview and Background
State will perform a transportation corridor planning study along I-694 between Brooklyn Boulevard in
Brooklyn Center and Lexington Avenue in Arden Hills. This segment of I-694 is one of the most heavily
traveled stretches of the Metro Regional Highway System, with typical weekday mainline traffic volumes
of 125,000 to 155,000 vehicles. It is among the most congested segments of the regional system, with
travel delays occurring well beyond peak hours. Safety is also of concern for drivers on this highway
segment, as several locations have high critical crash rates; and for pedestrians and bicyclists as well,
with several intersecting roads included on States Vulnerable Road User High Injury Network.
State seeks a Contractor to provide communications, engagement and outreach services to support the
planning technical services tasks and deliverables of the planning study, which will be procured and
performed under a separate contract. Contractor will possess expertise in communications, public
engagement, relationship management, multi-agency partnerships, community relations, business
outreach, government relations, meeting facilitation and production of high-quality graphics and
content for outreach. It is expected that Contractor will interpret and communicate study information in
plain language. The Contractor should understand and have experience in transportation corridor
planning.
The I-694 Transportation Corridor Study will analyze current and future transportation conditions;
identify transportation safety and mobility needs for all users; and recommend alternatives to inform
future transportation improvements in the long-term. Additionally, the study will present short-term
recommendations for the State planned resurfacing and bridge maintenance project in State Fiscal Year
(FY) 2032 on I-694 from Shingle Creek Parkway in Brooklyn Center to Highway 10 in Arden Hills.
Contractor will carry out all tasks outlined in this scope of work. Contractor will be responsible for
conducting business outreach, organizing, and implementing public meetings/surveys/pop-up events,
and leading the creation and distribution of all materials related to the engagement and
communications. Below are the overall communications and engagement tasks and deliverables that
will guide this contract:

3 Project Management
Project management includes work necessary to administer, coordinate and communicate to complete
the project tasks as scheduled and within budget. Contractor will not reassign its project manager or
their duties without notifying State project manager and obtaining their written consent. Contractor
staff must have the training and expertise necessary for the tasks to which they are assigned. The
following are task to be completed:
3.1 Team Supervision and State Coordination
Contractor will schedule and facilitate a communications and engagement kickoff meeting with State’s
project manager and the study technical team to confirm the task area objectives, solidify a work plan
and obtain consensus on the task requirements. Contractor will prepare the agenda and distribute a
meeting summary.
Contractor will coordinate efforts with the study technical team, managed by the State, to support each
phase of the study including needs identification, alternatives development and screening,
recommendation development and implementation plan. Contractor will schedule, lead and participate
in bi-weekly communication and engagement update meeting/calls in coordination with State and the
study technical team, leading up to, during and after engagement phases. Contractor will provide an
agenda and meeting summary for these meetings.
Contractor will attend Project Management Team (PMT) and Project Working Group (PWG) meetings, as
necessary. Contractor will actively participate in these meetings to relay communications and
engagement activities as it relates to the study phases.
Contractor will manage tasks/deliverables, budget and schedule, and efficiently coordinate planning and
decision-making with the State and the study technical team.
3.2 Administration
Contractor will provide administrative services and provide monthly invoices and progress reports
(electronic).
Contractor will create a comprehensive online communications and engagement management hub (e.g.,
SharePoint or others) that functions as a shared repository of all current and previous communications
and engagement plans and planning documents, stakeholder and response tracking documents, team
check-in meeting minutes, stakeholder meeting minutes, communications and engagement draft and
final deliverables, outreach event notes, survey data, engagement summaries and reports, etc. At
completion of study, Contractor will move draft and final work products to a mutually agreed upon State
file storage location.
Contractor will provide native files for materials created for the State and study with the understanding
that materials created for the study are property of the State.
3.3 Schedule
Contractor will develop a timeline of communication activities to support the planning study, including
project management touchpoints, public meetings, and engagement activities and events. The schedule
will be a living document that will be updated as the planning study progresses.
3.4 QMP
Contractor will develop and submit within 14 days of notice to proceed its QMP. The QMP will specify
how Contractor will perform Quality Assurance and Quality Control (QA/QC) activities throughout the

duration of the study to ensure delivery of a quality project in a timely manner that conforms to
contract requirements.
Contractor will adhere to State graphic, social media, print and web standards. Reference MnDOT Metro
District Style Guide, State Design System and State branding style guide.
3.5 Deliverables
3.5.1 A communications kickoff meeting, including agenda and minutes
3.5.2 One-hour, virtual bi-weekly communication team meetings leading up to, during and
after engagement phases, including agendas and minutes
3.5.3 Monthly invoices and progress reports
3.5.4 An online communications and engagement management hub shared with State
Contractor will attend Project Management Team (PMT) and Project Working Group (PWG)
meetings. Assume virtual attendance to discuss communications and engagement
activities as it relates to the study phases.

4 Communications and public engagement plan and stakeholder analysis
4.1 Stakeholder Public Involvement Plan (SPIP)
Contractor will create and submit within 30 days of notice to proceed, a draft SPIP that is consistent with
State public engagement guidance, State’s Public Engagement Policy, State’s Public Engagement
Planning Handbook and communications and public engagement best practices.
The plan will include clear, measurable and audience specific communications and engagement goals,
key messages/talking points, engagement tools and tactics and an anticipated study schedule. The plan
should include quantitative and qualitative measures to gauge communications and engagement
progress and impact (i.e., numbers of contacts, engagements, survey responses, demographics). The
SPIP should include strategies to meaningfully engage people and transportation users who are Black,
Indigenous, (and) People of Color (BIPOC), low-income, primarily speak languages other than English,
and/or are not literate consistent with MnDOT public engagement guidance, Executive Order 12898,
States Title VI Program and similar related guidance.
The plan should develop strategies that inform, educate and engage the community. The plan should
incorporate communications and engagement goals for each phase of the study as well as consider,
recommend and incorporate ways to help the public understand the planning process. Contractor is
expected to coordinate with agency partners on overlapping projects, especially the Highway 252/I-94
Environmental Review, and address how to handle overlapping engagement efforts in the plan.
This SPIP will remain a living document through the duration of the study to allow flexibility to meet
communications and engagement needs. As the study proceeds, the Contractor will update the plan
during each phase of the study, and as needed throughout the study, to propose and refine approaches
and activities that achieve robust and meaningful stakeholder communications and engagement.
