D-B North Fume Replacement, Sacramento National Wildlife Refuge, Willows, California
The U.S. Fish & Wildlife Service (USFWS) is issuing a Request for Proposal (RFP) for Design-Build Services for the North Flume Replacement. The requirement is for design-build services to prepare construction documents, provide permitting, and construction for the replacement of the North Flume at the Sacramento National Wildlife Refuge (NWR) in Willows, California.
This procurement action is being solicited as a total small business set aside.
The NAICS code is 237990, with a size standard of $45.0M.
The magnitude of construction is between $500,000 and $1,000,000.
This requirement is being procured in accordance with FAR 36.3 - Two-Phase Design-Build Selection Procedures. Award will be made on a best-value, tradeoff process pursuant to FAR subpart 15.101-1. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal.
This work involves performing work as defined in the Statement of Work that will be provided when solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued.
Evaluation of interested firms will be based on the following in the Solicitation:
1) Recent Relevant Experience (Phase 1)
2) Technical Approach (Phase 1)
3) Key Personnel (Phase 2)
4) Price (Phase 2)
The solicitation package will include the Solicitation Forms (SF1449), Statement of Work and other attachments as required. Documents will be posted to SAM.gov | Contract Opportunities about 1/5/2026
