INVITATION FOR PROPOSAL
Proposals will be received by the Town of Merrimack New Hampshire until 2:00PM on Friday,
March 27, 2026 to provide an end-to-end pavement, sidewalk, traffic sign inspection and
management solution for collecting condition data, processing and analysis of recorded data,
visualization and management in a web-based GIS application backed by a geospatial database.
The management solutions of pavement, sidewalk and traffic sign shall contain tools that allow
the Town of Merrimack, NH to actively manage, update, and track its ongoing roadway, sidewalk
and traffic sign maintenance programs and conditions.
Bid documents may be obtained at the Finance Department, located at 6 Baboosic Lake Rd,
Merrimack, NH 03054.
The Town reserves the right to reject any or all bids, re-bid, negotiation any contracts, to waive
irregularities in the proposals, and to accept the bid which, in the Town’s sole discretion, best
serves the interest of the Town and waive any formalities in the bid process.
It is the bidder’s responsibility to confirm the bid is received by the Finance Department by the
date and time specified.

INSTRUCTION TO BIDDERS
1. Copies of Proposal
A. The bid shall be submitted on the Bid Form furnished herewith and shall exclude state and
federal taxes not applicable to municipalities. The bid price shall be quoted F.O.B. Town of
Merrimack, DPW, 6 Baboosic Lake Road Merrimack, NH 03054.
B. Three copies of the bids shall be marked “Bid on Management Solutions of Pavement,
Sidewalk and Traffic Sign” and delivered to the Town of Merrimack, Finance Department at
located at 6 Baboosic Lake Rd, Merrimack, NH by the date and time specified above.
C. Proposals shall be organized into the following major parts:
1) Cover letter
2) Company Background - Information regarding the firm's stability, length of time in
business, history, plans, company size, organization.
3) Responses to Functional Requirements - Responses to the requirements listed in this
RFP must be provided. Notes of explanation or clarification must be included with specific
reference to the item in question.
4) Client References - Provide at least three client references that are similar in nature, size
or complexity to that described in this RFP.
5) Schedule – Include a time schedule for completion of your firm’s work, including
anticipated starting and ending dates.
6) Bid Form– The total bid price needs to reflect the technology, software as service, and
technical support and along with hosting and licensing for three years. The lump sum bid
price is based on assumed center-lane miles of 190 which include data collection, analysis,
deliverables and ongoing licensing and hosting fess for three years.
If, in the bidder’s opinion, any aspect of the below specifications doesn’t perform up to industry
standards or best practices, the bidder must submit the proposed question or concern about the
specifications and or scope of work in writing via email, to Sandra Song at
ssong@merrimacknh.gov, no later than eight (8) calendar days prior to the bid opening date. Any
and all questions and answers will be posted as an addendum on the Town’s Bid Opportunities
page https://www.merrimacknh.gov/finance-department/pages/bid-opportunities.
2. Receipt of Bids
Three copies of the proposal must be sealed and marked “Bid on Management Solutions” and be
delivered to the Town of Merrimack Finance Department, 6 Baboosic Lake Rd, Merrimack, NH
03054 by the time specified above when they will be read aloud at 6 Baboosic Lake Road East
Wing of Town Hall - Lower Level Conference Room at 2:00 PM on Friday, March 27, 2026. It is
bidder’s responsibility to confirm the bid is received by the Finance Department by the date and
time specified.

3. Tentative Project Timeline:
Deadline to submit questions: March 19, 2026 at 4:00 PM.
RFP Due: March 27, 2026 at 2:00 PM
Anticipated Contract Completion: By June 19, 2026 at 4:00 PM
Anticipated Data-Collection Completion: By September 25, 2026 at 4:00 PM
4. Interpretations and Addenda
The Finance Department of the Town of Merrimack, NH has prepared this RFP and all questions
or comments concerning either the administrative or technical requirements of this RFP to:

Questions and requests for clarification must be in writing and either emailed to the Sandra Song,
Purchasing Agent/Accountant at the specified number or address above. Responses to all questions
and requests for clarification will be in the form of an addendum to this RFP. Bidders are to
monitor website for addendums, and postings of all bid questions and answers.
5. Award
A. The Town reserves the right to reject any and all Bids, to waive any and all informalities and to
disregard all nonconforming, nonresponsive, unbalanced or conditional Bids. Also, the Town
reserves the right to reject the Bid of any Bidder if the Town believes that it would not be in the
best interest of the Project to make an award to that Bidder, whether because the Bid is not
responsive, the Bidder is unqualified or of doubtful financial ability, or Bidder fails to meet any
other pertinent standard or criteria established by The Town. Discrepancies in the multiplication
of units of work and unit prices will be resolved in favor of the unit prices. Discrepancies between
the indicated sum of any column of figures and the correct sum thereof will be resolved in favor
of the correct sum.
B. In evaluating Bids, the Town will consider the qualifications of the Bidders, whether or not the
Bids comply with the prescribed requirements, and such alternates, unit prices and other data as
may be requested in the Bid Form prior to the Notice of Award.
C. The Town may conduct such investigations the Town deems necessary to assist in the evaluation
of any Bid, and to establish the responsibility, qualifications and financial ability of Bidders, to
perform and furnish the Work in accordance with the Specifications within the prescribed time.

SPECIFICATIONS
1. Introduction
The Town of Merrimack, NH invites written proposals to provide an end-to-end pavement,
sidewalk, traffic sign inspection and management solution for collecting condition data, processing
and analysis of recorded data, visualization and management in a web-based GIS application
backed by a geospatial database. This online software shall contain tools that allow the Town of
Merrimack, NH to actively manage, update, and track its ongoing roadway, sidewalk and traffic
sign maintenance programs and conditions.
Proposals should distinctly comment on these areas:
1) The data collection procedures for developing a Municipal-wide numerical equivalent Pavement
Condition Index (PCI), where each roadway segment will receive a distinct PCI equivalent rating
2) Software as a service solution to allow the Town of Merrimack, NH to manage the overall
pavement condition database
3) The initial data collection procedures for developing a Municipal wide numerical Sidewalk
Condition Index (SCI) with a score of 0-100, where each sidewalk segment will receive an SCI
value corresponding to its state.
4) A software solution to allow the Municipality to manage the overall sidewalk condition
database, repair strategies and capital planning.
5) The initial data collection of all traffic signs to provide sign type, GPS locations and condition.
The Town of Merrimack, NH Public Works Department maintains approximately 190 center-line
miles of paved streets and highways.
2. Scope of Services
Proposals should address all labor, materials, supplies, equipment, software, training, and services
necessary to complete the project.
• Project Initiation – Selected Vendor shall meet with Town of Merrimack, NH Staff and
review data and street network segmentation provided by the Town of Merrimack, NH. They
will also review software options and integration with GIS software products.
• Road network segmentation – Selected Vendor shall confirm the quality of the GIS road
network provided by the Town of Merrimack, NH for the approximately 190 centerline miles
to be included in this project. With the Town of Merrimack, NH, vendor shall define the road
network segmentation in the most common way of intersection to intersection.
