MEASUREMENT & PAYMENT
BID ITEMS 62, 63, 64: WATER LINE OFFSETS
A. Water relocation over culvert (8 inch) at Central Park Crossing (Item 62) - Water
Relocation shall include excavations, testing, coordinating with the utility owner, 8" DIP
Waterline, 12" DI casing, 8" RJ 45 degree bend, connections to the existing line, removal
of the existing line all appurtenances to fully remove and replace the 8" Waterline at
Central Park Crossing in accordance with the construction drawings. All cost for this
removal and replacement shall be included in the Lump Sum price as stated in the Bid
Form.
B. Water relocation under culvert (6 inch) at EME Apartments Access Drive Crossing (Item
63) - Water relocation at the EME Apartments Access Drive shall include excavations,
testing, coordinating with the utility owner, 6" DIP Waterline, 12" DI casing, 6"RJ 45 degree
bend, connections to the existing line, removal of the existing line, and all appurtenances
to fully remove and replace the 6" Waterline at the EME Apartments Access Drive in
accordance with the construction drawings, and details. All cost for this removal and
replacement shall be included in the Lump Sum price as stated in the Bid Form.
C. Water relocation over culvert (6 inch) at Riley Road Crossing (Item 64) - Water
Relocation shall include excavations, testing, coordinating with the utility owner, 6" DIP
Waterline, 12" DI casing, 6" RJ 45 degree bend, connections to the existing line, removal
of the existing line, all appurtenances to fully remove and replace the 6" Waterline at Riley
Road Crossing in accordance with the construction drawings. All cost for this removal and
replacement shall be included in the Lump Sum price as stated in the Bid Form.
Payment for water main offsets will be full compensation for the work satisfactorily installed
and accepted.
RECORD DRAWINGS AND VALVE CARDS
No additional compensation will be made for preparation of Record Drawings and Valve
Cards. All costs for Record Drawings and Valve cards shall be included in the in the Lump
Sum cost for each waterline relocation.
Record Drawings and Valve Cards shall include, but not be limited to, furnishing and
installing all material, labor, equipment, and incidental items required to furnish complete
drawings and cards as called for in the Contract Documents and the Charleston Water
System Specifications. Record drawings and valve cards shall include, but not be limited
to, surveying as-built conditions of the work, drafting as-built and valve cards and
furnishing of completed as-built drawings and valve cards in accordance with Charleston
Water System specifications, and all other appurtenances and incidentals required as
shown on the Contract Drawings and/or as called for in the Contract Specifications.
BID ITEM 1: MOBILIZATION
All mobilization to be included in overall mobilization for the project.

SUPPLEMENTAL REQUIREMENTS
UTILITY RELOCATION PROJECTS
1.1 TIME OF WORK
A. The normal time of work for this CONTRACT is limited to 40 hours per week and shall
generally be between the hours of 7:00 a.m. and 5:30 p.m., Monday through Friday,
and in conformance with any applicable permit requirements. No work shall be
scheduled on weekends or on CWS holidays. Work outside of the normal time of
work shall be allowed only with prior written approval from CWS. Should the
CONTRACTOR be allowed to work beyond the normal Monday through Friday hours
or on weekends or holidays, the CONTRACTOR shall bear all costs incurred by CWS
for associated additional engineering and inspection services. CWS shall deduct the
cost of additional engineering and inspection services from monies due the
CONTRACTOR.
B. The following CWS holidays shall be observed each year:
* New Year's Day (Actual or Observed)
* Martin Luther King, Jr. Day (third Monday in January)
* Presidents Day (third Monday in February)
* Good Friday
* Memorial Day (last Monday in May)
* Juneteenth (Actual or Observed)
* Independence Day (Actual or Observed)
* Labor Day (first Monday in September)
* Veterans Day (Actual or Observed)
* Thanksgiving Day (fourth Thursday in November)
* Day after Thanksgiving Day
* Christmas Eve (Actual or Observed)
* Christmas Day (Actual or Observed)
C. If it shall become imperative to perform work at night, CWS shall be informed within a
reasonable time in advance of the beginning of such work. Temporary lighting and all
other necessary facilities for performing and inspecting the work shall be provided and
maintained by the CONTRACTOR.
D. Unless otherwise specifically permitted, all work that would be subject to damage shall
be stopped during adverse, stormy, freezing or severely hot weather. Only such work
as will not suffer injury to workmanship or materials will be permitted. The
CONTRACTOR shall carefully protect the work against damage or injury from the
weather, and when work is permitted during freezing or severely hot weather, the
CONTRACTOR shall provide and maintain approved facilities for heating and/or
cooling the materials and for protecting the finished work.

1.2 CONTINGENCY
A. The CONTRACTOR's Fee allowed to the CONTRACTOR for overhead and profits
when utilizing the contingency and all other change order amounts shall be
determined as follows:
a. For costs incurred by the contractor performing the work the CONTRACTOR's
Fee shall be fifteen percent;
b. For costs incurred, on a subcontract, is on the basis of the Cost of THE WORK
Plus a Fee, the maximum allowable for the CONTRACTOR on account of
overhead and profit on all Subcontractors shall be five percent.
1.3 WATER TIE INS
A. Water shuts for tie-ins shall be conducted during normal working hours unless in a
location where hours are dictated by SCDOT, City of Charleston, and Charleston
County requirements or as otherwise dictated by CWS. Distribution main shuts shall
be coordinated one week in advance. Transmission main shuts shall be coordinated
two weeks in advance.
1.4 APPROVED CONTRACTORS
A. Contractor performing CWS utility work shall be an approved contractor per the
Charleston Water System Approved Contractors List - For Large Projects (Greater
than $100,000).
1.5 ACTION PLANS
A. Action plans shall be submitted by the contractor to CWS at least one week prior
to work requiring shuts on distribution mains and two weeks prior for work
requiring shuts on transmission mains. Action plans shall include the following:
a. Person responsible for the job and contact number. This person shall be on
site for the entirety of the shut
b. Crew size necessary to perform the work. Include persons providing traffic
control when necessary.
c. List of equipment necessary to perform the work
d. List of materials necessary to perform the work
e. Date of excavation. Excavations shall be complete with pipe cleaned and
ready to cut prior to water main shut date and time
f. Requested date and time of shut (water off and water on)
g. Requested back-up date and time for unforeseen delays

SECTION 01001
GENERAL REQUIREMENTS
PART 1 - GENERAL
1.1 COMMENCEMENT AND PROSECUTION OF WORK
A. Contract time shall begin at which time the Owner will issue a written Notice
to Proceed. The Contractor must commence construction withinfourteen (14)
calendardays of issuance of a written Notice to Proceed.
B. The Contractor shall maintain sufficient labor and supervision on the job until
all items have been completed and the final commissioning has been
approved by the Engineer.
1.2 COOPERATION
A. The General Contractor and all Sub-Contractors shall cooperate with one
another and with other Contractors doing related work and shall coordinate
their work with the work of other trades and other Contractors to facilitate the
general progress of the work.
B. Each trade shall afford all other trades and all other Contractors every
reasonable opportunity for the installation of their work andfor storage of their
materials.
1.3 SANITARY FACILITIES, TEMPORARY
A. The Contractor shall not allow any sanitary nuisances to be committed in or
about work. The Contractor shall endorse sanitary regulations of Local and
State Health authorities.
1.4 SITE EXAMINATION OF EXISTING CONDITIONS
A. The Contractor, in undertaking the work under this Contract, is assumed to
have visited the premises and to have taken into consideration all conditions
which might affect his work.
B. No consideration will be given to any claim based on lack of knowledge of
existing conditions, except where the Contract Documents make definite
provisions for adjustment of cost or extension of time due to existing
conditions, which cannot be readily ascertained.

1.5 SPECIFICATIONS EXPLANATION
A. Attention is directed to the fact that the detailed specifications and separate
sections may be written in short or abridged form. In regard to every section
of the specifications and all parts thereof, mentioned therein or indications on
the drawings or articles, materials, operations or methods requires that the
Contractor:
1. Provide each item mentioned and indicated (of quality of subject to
qualifications notes).
2. Perform (according to conditions stated) each operation prescribed.
3. Provide therefore all necessary labor, equipment and incidentals.
B. Whenever in these specifications or on the drawings the words "directed",
"required", "permitted", "ordered", or words of like import are used, it shall be
understood that the directions, requirements, permission or order of the
Engineer is intended; and similar words "approved", "acceptable",
"satisfactory", or words of like import shall mean approved, acceptable to, or
satisfactory to the Engineer.
C. For convenience of reference and to facilitate the letting of Contracts and Sub-
Contracts, these specifications are separated into titled Sections. Such
separation shall not however, operate to make the Engineer an arbiter to
establish limits to the Contracts between the Contractor and Sub-Contractors,
nor shall such operation be interpreted as superseding normal union
functions.
D. Notwithstanding the appearance of such language in the various divisions of
the specifications as "The Plumbing Contractor", "The Electrical Contractor",
"The Roofing Contractor", etc., the Contractor is responsible to the Owner for
the entire Contract and the execution of all work referred to in the Contract
Documents.
1.6 STANDARD
A. Wherever reference is made to the standard specifications of nationally
known organizations and specific articles, sections, divisions, or headings are
not given, such specifications shall apply in full.
B. Standard specifications where included herein by abbreviation or otherwise
shall form a part of this specification the same as if quoted in full.
C. Unless otherwise noted, the most recent version of the standard in effect at
the date ofInvitation for Bid will apply.

D. The Engineer may require, and the Contractor shall furnish if required to do
so, certificates from manufacturers to the effect that the products or materials
furnished by them for use in the work comply with the applicable specified
requirements for the materials or products being furnished.
1.7 TELEPHONE
A. Contractor shall maintain, at his expense, a job telephone for duration of the
Contract.
1.8 TEMPORARY UTILITIES
A. The Contractor shall furnish water, electricity, and heating fuel necessary for
construction. Contractor shall provide necessary temporary piping, faucets,
valves, wiring, switches, outlets, etc., to carry services to the work.
B. The Contractor shall make all temporary utilities connections for his own use
and remove temporary services on completion of Contract.
1.9 FIELD DRAWINGS
A. The Contractor shall maintain at the site for the OWNER a field copy of the
contract drawings and modifications thereto, marked to record all changes
made during construction; such drawings will show all dimensions necessary
to determine locations of all items placed during the performance of work.
B. Upon completion of the work, Contractor shall furnish a marked set of
drawings showing field changes affecting the various mechanical trades such
as plumbing, ventilating, heating and air conditioning, site utilities and
electrical, as actually installed and as specified under those sections of the
specifications, and deliver them to the Architect/Engineer. Architect/Engineer
will furnish prints to Contractor for marking.
1.10 RECORD DRAWINGS
A. The Contractor shall, upon completion of the work, furnish a set of RECORD
DRAWINGS in accordance with Section 2.4 of Specification 01700, and
deliver to the Architect/Engineeras part of the Project Commissioning.
1.11 MATERIALS PRIOR APPROVALS AND SUBSTITUTIONS

1. Where items of equipment and/or materials are specifically identified
herein by a manufacturer's name, model or catalog number, only such
specific item may be used in the base bid, except as hereinafter
provided.
B. If contractors wish to use items of equipment and/or materials other than those
specifically identified in the Specifications, Contractor shall apply in writing to
the Engineer for approval of substitution at least fourteen (14) calendar days
prior to opening of bids, submitting with his request for approval complete
descriptive and technical data on the item(s) he proposes to furnish.
1. The request shall include a certification by the manufacturer that:
a. The equipment will be offered with no exceptions to the
specifications or;
b. Equipment will be offered "as equal" and in conformance with
the requirements of the specifications with certain exceptions.
Exceptions must refer to specific subparagraphs of the
specifications and explicitly describe the deviation there from.
C. Approved substitutions will be listed in an addendum issued to all General
Contractors prior to opening of bids.
D. Unless requests for changes in the Specifications are approved prior to the
opening of bids, as defined above, the successful Contractor will be held to
furnish specified items. After Contract is awarded, changes in specifications
will be made only as defined under "Substitution of Equipment and Materials".
1.12 SUBSTITUTION OF EQUIPMENT AND MATERIALS
A. After execution of contract, substitution of equipment and/or materials, other
than those specifically named in the Contract Documents, will be approved by
the Engineer for the following reasons only:
1. That the equipment or material is no longer available.
2. That the equipment or material does not perform the function for which
it was intended.
3. That the equipment or material cannot be delivered due to conditions
beyond the Contractor's control.
B. To receive consideration, requests for substitutions must be in writing
accompanied by documentary proof of equality, and difference in price and
delivery, if any.
