Government Center Insulated Glass Unit Replacements - Phase II
CLOSING DATE AND TIME: April 30th, 2026, at 2:00 p.m. (CST)
Scope Of Work
The project consists of removal and replacement of existing IGUs on the fourth floor of the facility to improve energy efficiency, visibility, and occupant comfort.
- Conduct pre-work inspection of all fourth-floor windows.
- Protect interior furnishings and flooring with drop cloths or temporary barriers.
- Provide scaffolding or lifts as needed for exterior access.
- Removal of existing IGUs without damaging surrounding window frames.
- Dispose of old glass units in accordance with local environmental regulations.
- Inspect frames for damage or deterioration, report findings to the Mclean County Project Manager.
- Install new IGUs per manufacturer specifications on entire fourth floor.
- Ensure proper alignment, sealing, and insulation.
- Use low-E coated glass with argon gas fill for improved thermal performance.
- Replace or repair spacers and sealants as needed.
- Clean all newly installed glass surfaces.
- Remove all debris and protective coverings.
- Conduct final inspection with the Mclean County Project Manager upon completion.
- Attendance of an initial Planning Meeting with County representatives.
- Provide insulated glass units that are double-pane including low-E coating and argon-filled glass.
- Daily cleanup of tools and materials from the work area.
- Provide any needed storage for materials. No onsite storage areas available.
- Permitting for facility work and parking is the awarded contractor’s responsibility.
- Provide a full-time presence on the project to ensure efficiency and timely completion.
- Follow OSHA guidelines for fall protection and glass handling.
- Ensure compliance with local building codes and ADA requirements.
- Maintain clear egress paths during construction.
- IGUs must meet ASTM E2190 standards.
- Perform water and air infiltration tests post-installation.
- Submit warranty documentation for all materials.
- A 10% contingency shall be added to final bid price.
Mandatory Pre-Bid Conference
A mandatory pre-bid Submission Conference will be held on Wednesday, April 8th, 2026 @ 10:00 a.m. (CST). The meeting will start at the Mclean County Government Center lobby (South Entrance off Front Street) located at 115 E. Washington Street, Bloomington, IL. The Mclean County Project Manager, Scott Fogler, will meet attendees on the 1st floor stairwell/lobby area prior to 2:00 p.m. Attendees will then be escorted through the 4th floor to view windows. Submitters desiring to submit a proposal must attend this conference to be considered for selection. Submitters that did not attend this conference will have their proposal returned unopened.
The mandatory pre-bid submission conference will allow potential Submitters to seek clarification of any ambiguity, conflict, and/or omission in this R.F.P. Questions may be asked during after this pre-submission conference, and all questions will need to be submitted no later than Thursday, April 16th, 2026 @ 4:00 p.m. (CST). If any answer is given at the presubmission conference or during the question period that materially affects this R.F.P., the information will be incorporated into an addendum and provided to all potential submitters of record. Oral comments do not form a part of this RFP.
