1. Introduction
The Lorain County Board of Commissioners is soliciting Statements of Qualifications (SOQ)
from qualified firms and individuals to provide professional services for projects and initiatives
undertaken by the County.
This Request for Qualifications (RFQ) is intended to identify firms with demonstrated
competence, experience, and qualifications in providing professional services in accordance with
applicable federal, state, and local laws and regulations.
The County reserves the right to select one or more firms and may establish a list of pre-qualified
providers.
2. Scope of Services
Professional services may include, but are not limited to:
Collective Bargaining Contract negotiations
Labor & Employment counsel
Representation at CBA disputes (factfinding, conciliations)
Civil Service Classifications
Compensation Plans
Health Plan designs
Discipline hearings
Employment investigations
Legal Services relevant to public sector employment laws
Public Relations and Communications related to employees
Representation at SERB & SPBR and any other administrative hearings
Selected firms may be asked to provide services on a project-specific, continuing, or as-needed
basis.
3. Minimum Qualifications
Respondents shall demonstrate:
Appropriate professional licensing and certifications required by the State of Ohio
Minimum 5-15 years of relevant experience
Experience with governmental or public-sector clients
Financial stability and organizational capacity
Ability to comply with County insurance requirements
Knowledge of applicable federal, state, and local regulations

C. Relevant Experience

Description of similar projects completed within the last five (5) years
Client references with contact information
Public-sector experience
D. Key Personnel
Provide:
Resumes of key staff assigned to projects
Professional licenses and certifications
Relevant experience and qualifications
E. Project Approach
Describe:
Understanding of County needs
Proposed methodologies and service delivery approach
Ability to meet schedules and deadlines
F. Fee Structure
Provide:
Standard hourly rates
Fee schedules
Reimbursable expense policies
Any additional pricing information
G. Required Forms
Attach:

Negotiate terms and fees with selected firms
Award contracts in whole or in part
Submission of a Statement of Qualifications indicates acceptance of the conditions contained in
this RFQ unless clearly and specifically noted otherwise in the submission.
