The Department of Veterans Affairs Network Contracting Office (NCO) 9 intends to issue and award a Sole Source single award Firm-Fixed Price contract for various security locks and features to large business, Johnson Control. This requirement is for the Tennessee Valley VA Medical Center (Nashville Campus), 1310 24th Ave. South, Nashville, TN 37212. It has been determined that, through initial Market Research, only 1 (one) responsible source can provide the required brand name Security System and Lock Items, as identified below, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(ii), only one source.

To avoid voiding the service maintenance contract put in place at TVHS VAMC, it s in the best interest of the Government to have the Johnson Control. If the installation is not provided by Johnson Control the equipment will not be covered under the service maintenance contract for preventative maintenance and repairs. This requirement will be sole-sourced to Johnson Control for the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract.

Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government by providing the following:

The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if there are insufficient Service Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 333310 (1,000 Employees).
