The 36th Contracting Office, Andersen AFB Guam, intends to award a brand-name, Firm-Fixed Price contract to the brand CISCO for a SIPR Refresh. The 36th Communications Squadron (CS) requires brand name Cisco network switches because the existing NIPRNet and SIPRNet infrastructure at Andersen Air Force Base, valued at approximately $67M, is built predominantly with Cisco proprietary hardware and software. New switches must be Cisco to ensure full interoperability and seamless integration with this established network, including its unique operating system (IOS) and management protocols.

THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS. All responsible sources may submit a quote which shall be considered. Any response to this notice must show clear convincing evidence that competition of this requirement would be advantagous to the Government. All responsible sources may submit a capability statement, prosposal, or quotation, which shall be considered by the agency. If an affirmative written response is received, the award will be made without further notice. This Notice of Intent is being posted on 23 July 2025 by 12:30 AM Chamorro Standard Time (CHST) to the 36th Contracting Squadron, Andersen AFB and shall be submitted to A1C Keegan Tunnicliff, email at keegan.tunnicliff@us.af.mil and to Mr. Lee Michael Rosario, email at lee_michael.rosario@us.af.mil. If no offers, comments, or objections are received by the above date, a brand-name solicitation will be issued under the brand Cisco under the authority of FAR 6.302-1.
