UNION AND FOUNTAIN STREET WATER MAIN

ADVERTISEMENT

The Town of Ashland, the Awarding Authority, by its Department of Public Works invites sealed bids from qualified contractors for the UNION AND FOUNTAIN STREET Water Main Project located in Ashland, MA.  All bidding procedures shall conform to M.G.L. c.30, § 39M, c.149, §§44A-L. The work is estimated to cost $850,000.00.

Bids will be received until 11:00 A.M. (local time), December 5th, 2024 and publicly opened forthwith at the Select Board Room, Town Hall, 101 Main Street, Ashland, MA 01721. Bids shall be clearly marked on the outside of the envelope on the lower left corner as follows:  BID PROPOSAL: CONTRACT No. 127: UNION AND FOUNTAIN STREET WATER MAIN PROJECT. The Town will not be responsible for premature opening of bids not properly identified, and such bids will be rejected.   Bids shall be accompanied by a bid deposit of not less than five (5%) percent of the value of the proposed work in accordance with M.G.L. c. 30, §39M(a), and made payable to the Town of Ashland, the Awarding Authority. Bidders are reminded that the bid deposit covers the Town for damages when a bidder withdraws its bid after the bid submission date. Be advised that to the extent permitted by the law the Town will retain all bid deposits for withdrawn bids.

The Union and Fountain Street project consists of providing approximately 1,780 linear feet of new 12-inch ductile iron water main, water services, hydrant branches and temporary water service. Project will involve removal and disposal of approximately 500 linear feet of 6-inch asbestos cement water pipe. The project will include lining a 6” CI water main on Cherry Street. The Contractor shall supply all labor, materials and equipment necessary to complete the work shown on the Contract Drawings and hereinafter contained in the Specifications.

Hard copy documents may be obtained from the office of Haley Ward, 63 Great Road, Suite 200, Maynard, MA 01754-2097, during normal business hours, generally 8:00 A.M. to 4:30 P.M. local time Monday through Friday, and may be reviewed at the office of the Department of Public Works, 20 Ponderosa Road, Ashland, Massachusetts 01721, during normal business hours, generally 8:00 A.M. to 4:00 P.M. on Monday through Thursday and 7:45 AM to 12:15 PM on Friday. Bidders must download the bid proposal and register your email to receive alerts for addenda, changes and revisions to the bid proposal and submit an eligible bid. It is the responsibility of the Bidders to register their email correctly and check emails for additional information for the bid.

A complete hard copy set of the Bidding Documents may be obtained for a deposit of Fifty Dollars ($50.00) or Twenty Dollars ($20.00) for plans only in cash or check, made payable to Haley and Ward, Inc.  This deposit will be refunded to document holders of record who return the Bidding Documents to the Engineer in good condition within fourteen (14) days after the opening of Bids.

All responses to inquiries will be provided no later than twenty-four hours prior to the time and date for proposal submission via the registered email.

Pursuant to the Town of Ashland’s Minority and Women Business Enterprise Program (MBE/WBE), all qualified Bidders will receive consideration without regard to race, color, creed, religion, disability, sex or national origin. The Town of Ashland reserves the right to waive any informality in, or to reject any and all bids, wholly or in part, if it is in the public interest to do so and to make an award in a manner deemed in the best interests of the Town.

Each bid shall be accompanied by a Bid Bond, Cash, a Certified Check or a Treasurer's or Cashier's Check issued by a responsible Bank or Trust Company, in the amount of five (5) percent of the submitted bid, as Bid Security.

Attention of the Bidder is called to the requirements for prevailing wage rates to be paid under this Contract and the reporting associated thereto. Prevailing wage rates are required as per M.G.L, Chapter 149, Section 26 to 27D inclusive. Prevailing wage rates determined by the Commissioner are as contained in the Supplementary Conditions section of the Contract Documents.

The successful Bidder will be required to furnish a Payment and Performance Bond each in the full amount of the Contract.

Contract payment will be by the lump sum price and unit price method as indicated on the Bid Form.  No Bidder may withdraw his Bid for a period of thirty (30) days after the date designated above for the opening.

The Owner reserves the right to reject any or all Bids or to accept any Bid deemed by them to be in the best interest of the Town of Ashland, and to limit the extent of the work to keep within the limits of available funds.
