Materials: Hunting Licensing S t a m p s from Weldon, Williams, and Lick, Inc.
Description of the Commodity: The Mississippi Department of Wildlife, Fisheries, and
Parks seek to procure State Hunting Licensing stamps for license sales from Weldon,
Williams, and Lick, Inc. These materials include:
• 5.0000 X 7.8780 Dry Gum Stamps: Sheet size is 5 x 7.875" / 10 stamps per sheet (2,730
total stamps) /
individual stamp size is 1.375 x 2" / all stamps will be numbered, and the sheet will also
have a plate block number in the lower right corner of sheet under the bottom right
stamp / pinhole perfs both vertically & horizontally between each stamp / insert a slip sheet
between each sheet / shrink-wrap in bundles of 100 sheets and label each bundle
with beginning & ending number. 4 color process fronts. 85M 70# WHITE PANDEX

These resources are integral to the agency's state Hunting Licensing p r o g r a m , ensuring
consistency and compliance with state and federal hunting laws, standards, rules, and
regulations.
Explanation of Why the Commodity is the Only One that Can Meet the Needs of
the Agency: Weldon, Williams & Lick, Inc (WW&L) is the sole source provider of these
materials. The proprietary nature of these products, which are copyrighted, ensures they
cannot be replicated or obtained from other sources. These stamps are specifically tailored
to meet Mississippi’s Hunting license requirements. They also assist MDWFPs license sales
data c o l l e c t i o n e f f o r t s by providing numbered stock sheets to accurately record the
number of stamps sold. No alternative products are available that can deliver the same
quality, consistency, and compliance required for the legal hunting of turkey and waterfowl
in the State of Mississippi.
Explanation of Why the Source is the Only Entity That Can Provide the Required
Commodity: Over the years, Weldon, Williams & Lick, Inc (WW&L) has printed many
Wildlife Stamps for many state organizations. Specifications and requirements of these
many entities dictate the production of superior collector quality stamps. WW&L prints
these stamps on high quality paper with offset press specifications and specially formulated
inks. MDWFP is not aware of other printers that are currently using the same paper, press and
ink that is used to provide these collector quality stamps.
Explanation of Why the Amount to Be Expended for the Commodity is Reasonable:
The total cost of the materials is $50,335.77. This pricing reflects the proprietary nature of the
materials and is consistent with market standards for similar stamps at different state
agencies. The cost ensures that MDWFP receives comprehensive, high-quality materials
necessary for its programs, while maintaining fiscal responsibility.
Efforts Made to Obtain the Best Possible Price: Due to the proprietary nature of Weldon,
Williams & Lick, Inc (WW&L) products, no other vendors can provide equivalent
materials. However, Weldon, Williams & Lick, Inc (WW&L) has provided competitive
pricing that aligns with the unique value and exclusivity of these resources.
Procedures for Addressing Objections: The terms of this proposed sole-source
procurement will be published on the state’s procurement portal for the required 14 days.
Any person or entity that objects to this designation and believes they can provide the
commodity will be invited to submit an objection with a detailed explanation.
