NOTICE FOR
REQUESTS FOR PROPOSALS (RFP)
The Harrison County Board of Supervisors, Gulfport, Mississippi, will receive sealed or
electronic submissions of Requests for Proposals (RFP) for:
1. CLIMATE CONTROLLED RECORD STORAGE SERVICES
(Offsite Inactive Records)
2. NON-CLIMATE CONTROLLED RECORD STORAGE SERVICES
(Offsite Active Records)
at the Board of Supervisors Conference Room, First Judicial Courthouse, 1801 23rd Avenue,
Gulfport, Mississippi, Tuesday, January 20, 2026 and then at said office publicly opened and
acknowledged at the times listed below:
1. 10:30 a.m. for the CLIMATE CONTROLLED RECORD STORAGE SERVICES
2. 10:45 a.m. for the NON-CLIMATE CONTROLLED RECORD STORAGE SERVICES
RFP Packets can be viewed, downloaded or requested as follows:
1. www.harrisoncountybids.com
2. RFP Packets may be obtained via e-mail (jswilliams@co.harrison.ms.us ) or in person, at
NO CHARGE, by contacting the Harrison County Purchasing Department at 228-865-
4028, located in the First Judicial District Courthouse at 1801 23rd Ave., Gulfport,
Mississippi 39501 between the hours of 8:00 a.m. and 5:00 p.m.
“Sealed” proposals must be on file with the Clerk of the Board prior to the opening date and
time as stated above. Sealed submittals must be sealed and clearly marked on the outside of the
envelope as which RFP listed above to be opened Tuesday, January 20, 2026”. Sealed envelopes
not so marked are submitted at the risk of the prospective contractor and the County assumes no
responsibility for the premature opening of same by any County employee. Sealed submittals
sent through the U.S. Mail are done so at the risk of the prospective contractor and should be
addressed to the Harrison County Board of Supervisors, in care of the Chancery Clerk’s Office,
Post Office Drawer CC, Gulfport, Mississippi, 39502 or 1801 23rd Avenue, Gulfport, Mississippi
39501. The County is NOT responsible for submittals that arrive in the mail after the designated
opening time. Sealed submittals may be delivered in person to the Harrison County Chancery
Clerk’s Office in the First Judicial District Courthouse located at 1801 23rd Ave, Gulfport,
Mississippi 39501 until 5:00 p.m. on Monday, January 19, 2026 or the Board of Supervisor’s
conference room at the First Judicial District Courthouse, 1801 23rd Ave., Gulfport, Mississippi
39501 on Tuesday, January 20, 2026 prior to the opening time as listed above.
“Electronic” proposals must be submitted on-line at www.harrisoncountybids.com prior to the
opening date and time as stated above. For any questions relating to document downloads, and/or
registration for electronic bidding process, please call Plan House at 228-248-0181.
If the agency is closed for any reason, including but not limited to: acts of God, strikes, lockouts,
riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire,
earthquakes, floods, or other natural disasters (the “Force Majeure Events”), which closure
prevents the opening of Proposals at the advertised date and time, all submittals received shall be
publicly opened and read aloud on the next business day that the agency shall be open and at the
previously advertised time. The new date and time of the submittals opening, as determined in
accordance with this paragraph, shall not be advertised, and all Vendors/Contractors, upon
submission of a Proposal submittals, shall be deemed to have knowledge of and shall have
agreed to the provisions of this paragraph. Submittals shall be received by the agency until the
new date and time of the submittal opening as set forth herein. The agency shall not be held
responsible for the receipt of any submittals for which the delivery was attempted and failed due
to the closure of the agency as a result of a Force Majeure Event. Each Vendor/Contractor shall
be required to ensure the delivery and receipt of its submittal by the agency prior to the new date
and time of the submittal opening.
The County expressly reserves the right to accept or reject any or all submittals or any part of
any or all submittals based on best submittal determination. If the submittal documents request
separate phases or items of a project, the County reserves the right to accept or reject any or all
submittals or any part of any or all submittals based on a best submittal determination on each
phase or item for which a separate submittal is requested.
RFPs may be held by the County for a period not to exceed sixty (60) days from the date of
submittal for the purpose of reviewing and investigating the Proposals of submitter, prior to
awarding of the Contract.
