KLF Leachate Force Main - Phase 1

The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in specifications. This Work will be performed in strict conformance with the specifications, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the County.

The Kiefer Landfill has been in operation since 1967. A site location map is included as Attachment 1. Leachate generated in the waste mass is currently hauled off-site by tanker truck to Sacramento Area Sewer District’s Wastewater Treatment Plant (WWTP). In 2019, a feasibility study was conducted by HDR Engineering to assess the cost effectiveness of several different technologies for long term disposal of landfill leachate. The selected long term disposal method continues treatment at the WWTP, but instead would utilize a pipeline to the nearest sewage pump station approximately 2.6 miles to the west along Kiefer Blvd. An initial study PLER2020-00013 was performed in 2020 and a Mitigated Negative Declaration was issued December 31, 2020 from the County of Sacramento Office of Planning and Environmental Review. For expedience, the project was divided into two phases. Phase 1 of the project is to install the first 1,300 feet of the on-site pipeline and on-site controls at Kiefer Landfill.
