The Lake Forest Civic Center is located on a 12.5-acre site is comprised of an 8.1-acre Civic Center Campus, 2.6 acres of mitigation area and 1.8 acres of landscaped slopes. The Civic Center Campus includes a 52,000 square foot City Hall and Community Policing Building, a 14,000 square foot Council Chambers and Performing Arts Center with 200 seats, a 17,000 square foot, single story Senior Center Building with a Catering Kitchen, an 18,000 square foot Community Center which reconfigures into multiple banquet and conference rooms and a two story, 109,340 square foot Parking Structure with 308 parking spaces.
The scope of services is for routine custodial/janitorial services and does not include services for special events held during the week or on weekends. The scope of work includes various services to provide consistent with American Physical Plant Administrator (“APPA”) standards, which establish basic sanitary standards for facilities accessed by the public and workers. These services include, but are not limited to cleaning and maintenance of the following: restrooms, gym/locker rooms/exercise equipment, lobbies, entryways, reception areas, hallways, corridors, stairways, offices, meeting rooms, lunchrooms, elevators, and lifts, carpeted floors, floor mats, resilient and hard surface floors, ceilings and light fixtures, walls, partitions, windows, doors, benches, kitchen areas, bbq areas, and food preparation rooms.

The City of Lake Forest is located in southern Orange County, California, in the area commonly referred to as the Saddleback Valley, with a population of approximately 85,000. It is the County's thirty-first city and the second largest city within the Saddleback Valley, encompassing 16.6 square miles. The City of Lake Forest's fiscal year begins on July 1 and ends on June 30.
The City was incorporated in 1991, operates under the Council/Manager form of government and is considered a contract city. The five members of the City Council are elected by district. They serve staggered four-year terms, with the Mayor being selected annually from among the Council Members. The Council meets on the first and third Tuesdays of each month.

Project Description
The City is seeking custodial and janitorial services for the Lake Forest Civic Center. The services are expected to be completed within 3 years from contract award. The City anticipates awarding a contract with an initial term of July 1, 2025 to June 30, 2028. The contract can be extended an additional two years at the discretion of the City. If the parties are unable to reach an agreement, the City, at its sole discretion, will not move forward with the renewal option and shall re-procure the work.
