Accounting Audit

The New York State Urban Development Corporation d/b/a Empire State Development (“ESD” or the “Corporation”), New York Job Development Authority (“JDA” or the “Authority”), Harlem Community Development Corporation (“HCDC”), New York Convention Center Development Corporation (“CCDC”) and New York Empowerment Zone Corporation (“NYEZ”), (collectively the “Companies”), hereby request a proposal from your firm for separately audited consolidated/combined financial statements for the Companies and subsidiaries, as well as a consolidated Federal Single Audit for the fiscal years ending March 31, 2026, 2027, 2028 with the option to extend the contract for two (2) one (1) year terms.

The Companies require separate examination of their consolidated/combined financial statements for the purpose of expressing an opinion as to whether the statements present fairly, in all material respects, the financial position, results of operations and cash flows for the fiscal year in accordance with accounting principles generally accepted in the United States of America (“USA”). Audit examinations should be made in accordance with auditing standards generally accepted in the USA and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States.
