Executive Summary

The Health and Human Services Commission (HHSC), also referenced as the Agency, is seeking a qualified Contractor to provide research, course development and training services for Texas Women, Infants and Children (WIC) program. Services shall be provided by one (1) Contractor for the duration of the term of any contract resulting from this RFP, including the possibility of Contract renewals at the option of HHSC.


The qualified Contractor will research, develop, and present, up to, twelve (12) in-person and/or virtual training courses to WIC program staff, WIC clients, health care professionals and the public to increase knowledge of breastfeeding management and lactation principles, breastfeeding, prenatal, postpartum, infant and child nutrition, and health topics per Contract year.


Scope of Work

Contractor will be responsible for Teaching Class. This includes four (4) training sessions of Advanced Lactation Management (ALM) classes, that will include two (2) classes per session. As requested by HHSC, Contractor will be required to prepare and provide one (1) to four (4) lunch and learn training sessions on topics assigned by HHSC. Contractor will be required to complete special assignments related to breastfeeding management and lactation principles, upon HHSC request. Upon request of HHSC, Contractor will research and develop new continuing education curricula.

Contract Term

The initial term of any Contract resulting from this Solicitation will be one (1) year. HHSC, at its sole option , may extend any Contract awarded pursuant to this Solicitation for up to four (4) additional years.
