Description

The Executive Office for United States Attorneys (EOUSA) intends to solicit and award a Purchase Order to OPEXUS located at 1101 17th St NW #1200, Washington, DC 20036, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirement.



The EOUSA anticipates award of a purchase order, on a sole source basis, to OPEXUS for FOIAXpress software for the electronic FOIA case management and processing software and associated software maintenance. FOIAXpress is their Freedom of Information case management software that efficiently processes requests; redacts documents; and has correspondence and action tracking tools. The proposed contract will allow for the use of the licensed OPEXUS’s FOIAXpress software, providing a set of licensed users within EOUSA, a collaboration tool for use with the 94 United States Attorney’s Offices (USAOs), upgrades to certain products, receipt of updates, related support, and maintenance. FOIAXpress software is the only web-based FOIA case management software that can offer all the tools required to effectively and efficiently process FOIA/PA requests. The anticipated performance period is a base plus four (4) option years.



This notice is not a request for competitive quotations. A Request for Quote will not be available for this requirement. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government. Information in response to this notice may be sent to Bryant Gilbertson, Contracting Officer at bryant.gilbertson@usdoj.gov. A determination by the Government not to compete this action is solely within the discretion of the Government. Telephonic questions or requests are strongly discouraged.
