NOTICE OF INTENT TO SOLE SOURCE:



This is a Notice of Intent to Sole Source award on the basis of other than full and open competition in accordance with the Federal Acquisition (FAR) 6.302-1, as the unique services are only available from one source and awarding to any other source would not fulfill the agency’s requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QOUTATIONS. No contract award will be made on the basis of the responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described.



The U.S. Army Medical Research Acquisition Activity (USAMRAA) located at 808 Schreider Street, Fort Detrick, MD on behalf of the Defense Health Agency (DHA) PEO Medical Systems, Integrated Clinical Systems PMO (ICS) intends to award a sole source firm fixed price contract to 1st American Medical Distributors, Inc., (151 Heritage Park Dr Suite 201, Murfreesboro, TN 37129) to provide maintenance of an existing software, Radimetrics, that provides radiation dose monitoring for all patients and staff in accordance with Federal Regulation (Title 10 Chapter 1 Part 20 Subpart C - Occupational Dose Limits).



DESCRIPTION



The maintenance shall provide application and technical support for the Radimetrics Licensed Software, the Government's currently installed system, as well as provide equipment service including parts and labor for the 72 physical servers hosting the Licensed Software. Managed services to promote Radimetrics data integrity and organization shall be included. Platform support for associated firmware and software shall be provided. This Radimetrics Dose Monitoring Solution has been integrated with MHS GENESIS and the enterprise PACS vendors (AGFA, Carestream, Change Healthcare, and Fuji). The Period of Performance for this requirement is for four (4) years from the date of award; 30 September 2025 - 29 September 2029.



SUBMISSION DETAILS



Interested vendors may identify their interest and capability. Vendors must be authorized by Bayer to provide Radimetrics Software and Hardware maintence and must provide written proof from Bayer Healthcare. Responses should appear on company letterhead and includes affirmation of active registration in the System of Award Management (SAM), your qualifications and any other applicable data or information. Your response to this Notice of Intent, shall be electronically submitted to the Contract Specialist, Chelsey Jahn, in either Microsoft Word or Portable Document Format (PDF), via email to chelsey.n.jahn.civ@health.mil no later than (NLT) 7:00 a.m. ET on 14 July 2025 and reference the Notice ID number HT9425-25-R-0081 in the subject line of your e-mail and on all enclosed documents. Telephone calls are not authorized in response to this notice. All responses received by the closing date specified herein will be considered by the Government, any response to this notice must show clear and convincing evidence that the responding company can provide the same services by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
