The City of Richmond, Virginia is requesting proposals to establish a contract through competitive negotiation for communications site management services for various City-owned communications towers and communications towers owned by other entities located on City-owned real property.
The City currently has various leasing arrangements with wireless service providers and communication tower companies that are located on City property. The City is seeking a qualified vendor with expertise to assist the City in managing existing arrangements and assist in identifying other potential City properties and market these properties for future wireless arrangements to the benefit of the City.
The City has a population of approximately 230,436 residents, making it the fourth-most populous city in Virginia, according to the 2019 data held by the U.S. Census Bureau. There are 99,449 residential units, and 6,129 commercial premises, according to the latest census information.
Currently, the City manages 14 City-owned locations (see Schedule 1 of the Request for Proposals). The towers on seven of the 14 tower sites are owned by an entity other than the City pursuant to a ground lease, and those entities receive a percentage of the lease payment revenue from the carriers collocated on that tower. On behalf of the City of Richmond, the Department of Emergency Communications, Preparedness, & Response handles the lease negotiations, management of lease agreements, and accounts receivables and payables associated with the lease arrangements. The City desires to award a Contract for a turnkey communications site management program as set forth in this Request for Proposals.
