The City of Lake Stevens is seeking bids from qualified, responsive, and responsible contractors to provide all labor, materials, equipment, and services required to prepare, repair, paint, and clean up five (5) city-owned buildings. The scope includes surface preparation, necessary repairs prior to painting, paint application, and post-project cleanup.

Scope of Work

a. Inspect all exterior surfaces, including siding, trim, doors, soffits, and other painted building components, to identify and repair damaged areas prior to painting.

b. Clean and prepare all surfaces to be painted, including power washing, scraping, sanding, and removing all loose or peeling paint, dirt, mildew, and debris. Ensure proper surface preparation in accordance with the manufacturer’s recommendations for exterior paint systems.

c. Perform minor repairs as needed, such as patching holes, caulking joints or seams, and replacing small sections of damaged wood or trim, as necessary, to ensure a sound substrate for painting. Extensive repairs or replacements exceeding routine preparation must be approved by the City of Lake Stevens prior to proceeding.

d. Protect all adjacent surfaces, fixtures, and landscaping from overspray, drips, and damage during preparation and painting. Install drop cloths, plastic sheeting, or canvas tarps on all ground surfaces, decks, and adjacent horizontal surfaces. Apply masking film, tape, and protective barriers on windows, doors, trim, fixtures, and surfaces not intended for painting. Install temporary barriers or signage when painting near sidewalks, roadways, parking lots, or shared community spaces.

e. All exterior signage located within the work area shall be fully removed prior to surface preparation and painting. Signage shall be stored in a clean, secure area to prevent damage during painting operations. After the paint has fully cured, all signage shall be reinstalled in its original location using proper fasteners and ensuring alignment, stability, and compliance with any applicable mounting standards.

f. Contractor shall be responsible for restoring any damage caused to property during execution of the work.

g. Apply one coat of exterior-grade primer equivalent to Sherwin-Williams Exterior Latex Wood Primer and two coats of high-quality exterior paint equivalent to Sherwin-Williams Emerald to all requested surfaces. Exterior walls shall be finished with a satin sheen. Trim, doors, and high-touch or high-exposure areas shall be finished with a semi-gloss sheen. Application methods (brush, roll, or spray) shall be in accordance with the paint manufacturer’s recommendations and appropriate for each surface.

h. Remove all waste, debris, paint chips, masking materials, and work-related litter from each site daily and after project completion. Disposal must comply with local regulations. All areas shall be left clean and free of materials and equipment.

i. All work must be performed in compliance with the paint manufacturer’s recommendations and industry’s best practices, including for weather and temperature conditions.

j. Coordinate project scheduling with the City of Lake Stevens to avoid disruption to building occupants and City operations. Any work hours or access restrictions will be communicated in advance.

Exterior Color Scheme Summary

The following exterior color palette is recommended for the City Hall facility. The scheme consists of up to four colors selected to support civic architectural character, visual cohesion, long-term durability, and a welcoming public presence.

1. Primary Body Color: Accessible Beige (Sherwin-Williams SW 7036) Light warm greige providing a professional, clean, and neutral base appropriate for a civic facility.

2. Secondary Body Color: Evergreen Fog (Sherwin-Williams SW 9130) Muted green-gray contributing to a grounded civic presence with a calm, biophilic visual character.

3. Accent Color: Eastlake Gold (Sherwin-Williams SW 0009) Warm amber-gold intended for highlighting architectural features, including doors and featured entry elements, providing visual contrast and enhanced wayfinding.

4. Trim Color: Urbane Bronze (Sherwin-Williams SW 7048) Deep neutral bronze used for trim, windowsills, soffits, and other defining architectural edges, providing structure, contrast, and long-term aesthetic durability.

Overall Intent
These colors are selected to create a cohesive, durable, and civic-appropriate exterior appearance that aligns with the City’s goals for an attractive, high-quality public facility.

Site Visits
A site tour is scheduled for July 13, 2026, starting at 10515 20th St SE, Lake Stevens, WA. 98258 promptly at 9:00 AM.

All questions regarding the RFB must be submitted by 4:00 PM on July 15, 2026. If questions are received, an addendum answering the questions received July 15, 2026 by 4:00 PM will be sent out by 4:00 PM on July 20, 2026.

Bid Requirements
Bids must include an itemized cost estimate for each building. A responsive bid is one that fully complies with the requirements of the solicitation, including submission formats, deadlines, and all requested documentation (such as licenses, bid bonds, and certifications) without material deviations. A responsible bidder is one who is financially, technically, and organizationally capable of performing the contract as required, and can reliably execute the work with integrity and skill. Agencies are required to award the contract to the lowest responsive and responsible bidder, meaning the lowest bid that satisfies all qualifications and criteria set forth in the bidding documents. If your bid is accepted as the lowest responsive and responsible bidder, the following items will be required:

a. This job is subject to prevailing wage laws per Chapter 39.12 RCW. You will need to provide a current PWIA account with the Washington State Department of Labor & Industries (L&I).

b. Current Certificate of Insurance listing the City of Lake Stevens as an additional insured.

c. Completed W-9 form.

d. Your Employment Security Department Number.

e. Completed L&I Wage Compliance Form.

f. Current City of Lake Stevens business license.

g. Your business cannot be on the L&I debarred contractor list.

h. Tax Status Letter from the Department of Revenue

Please note that intents (and later affidavits) will be required for invoice payments.

This project shall be bid as a Small Works Roster Contract; all bids outside of those parameters shall be deemed unresponsive.

Bid for “26008 – Painting of City-Owned Buildings” must include all work and materials necessary for completion of the work including, but not limited to, mobilization, materials, equipment, tools, labor, traffic control, delivery costs, insurance, and construction administration and management.

To be considered responsive, bids must be submitted with completed Statement of Bidder’s Qualification, List of Subcontractors, and a signed Bid Proposal Form, including Acknowledgment of Receipts of Addenda, if any.

BID PROCESS
The City will review bids after 4:00 PM on July 27, 2026. A bid tabulation will be posted by close of business on July 28, 2026. The contract will be awarded to the lowest responsive bidder. Non-responsive bidders will not be considered. The City reserves the right to reject any and all bids.
