Project Description: 1.1 Introduction/Purpose
Ventura County Public Works Agency (VCPWA), Water and Sanitation (WS) Department staffs and represents four separate independent County Waterworks Districts: Ventura County Waterworks District (VCWWD) No. 1 (Moorpark area), VCWWD No. 17 (Bell Canyon area), VCWWD No. 19 (Somis area), and VCWWD No. 38 (Lake Sherwood area).
On behalf of all its Waterworks Districts, VCPWA-WS (henceforth referred to as Districts) is seeking a Statement of Qualification (SOQ) from qualified and experienced consulting firms to provide water system cross-connection control (CCC) program services. The services include developing, implementing, and maintaining a CCC program in accordance with the CCC Policy Handbook (CCCPH), from the State Water Resources Control Board (SWRCB) requirements. The services will be provided for unincorporated areas of Ventura County (VCWWD No. 1, 17, 19, and 38) as shown in Figure 1. The contract is expected to run for a period of 3 to 5 years.

1.2 Background
Due to new regulations, CCCPH, from the SWRCB, effective July 1, 2025, the Ventura County Resource Management Agency (RMA), Environmental Health Department (EHD) will discontinue its decades-long Ventura County CCC Program. The Districts previously relied on this program. As a result, the Districts will be required to implement such a program and required activities, to ensure each District maintains compliance. To support this transition, a consultant service is required to assist with the development and execution of the new program.
1.3 Action Dates
The following is an outline of the anticipated schedule for the proposal review and contract award.
