Description:



The US Embassy Quito, Office of Contracting, intends to award a sole source contract to Cubano Agricultural Management CAM S.C.A. for the purchase of Emergency Electric power stations with backup portable solar panels. Cubano Agricultural Management CAM S.C.A. is uniquely qualified to meet the specific security operating requirements of the US Embassy Quito due to their proprietary technology and proven track record of providing solutions that meet the standards.



Justification for Sole Source:



This procurement is being conducted in accordance with the statutory authority This results in an unusual and compelling urgency in accordance with 41 U.S.C. 253 (c) (2), FAR 6.302-2.



These unique requirements in terms of security, and availability result in only a single or a very limited number of responsible sources with no other supplies or services capable of satisfying Embassy requirement in accordance with 41 U.S.C. 253 (c) (2), Far 6.302-2.



Ecuador is experiencing an unprecedented energy crisis resulting in a reduction in electricity generation. Therefore the Government of Ecuador is mandating daily rolling electrical blackouts in excess of 10 hours, on different schedules, that is impacting the entire country. It is expected that these power outages will continue for months and even up to two years due to a failing grid, deteriorating hydroelectric dams and a severe drought. USDH residences are not equipped to manage these outages, making it very difficult on officers and family members to endure this crisis.
