While pricing may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, delivery, performance, and other evaluation factors as described in the solicitation.
Technical data is not available. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.

All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. One or more items under this acquisition may be subject to Trade Agreements.
Based on market research this item is commercial; therefore, the Government will be using the policies contained in FAR Part 13.5 in its solicitation for this item.
Offers must be submitted on a hard copy of the SF 1449 Request for Quote (RFQ), scanned, and uploaded through DIBBS (PREFERRED METHOD) or emailed to: JACOB.MCGEE@DLA.MIL. A single email cannot exceed 15 MB. Proposals greater than 15 MB must be divided into multiple emails.
