Description
This is a pre-solicitation notice for an urgent requirement to repair the roof of building 143 at the VA New Jersey Healthcare System Lyons campus, 151 Knollcroft Rd., Lyons, NJ 07939. This procurement is a 100% Small Business Set-Aside. As a result, eligible small business concerns must be a small business under NAICS Code 238160 (size standard of $19.0 Million) and registered in www.sam.gov at the time of the offer submission and anticipated award to the one responsive and responsible offeror that provides the best value to the Government. The contractor must be an authorized installer for the roofing products to be used to complete the repairs. All workers and supervisors are to have current 30-hour OSHA safety training and documented proof of compliance before the commencement of work. REQUIREMENT: The contractor will be required to provide all materials, equipment, labor, and supervision necessary to accomplish the repairs. The requirement calls for the replacement of shingles and repair of approximately 2500 square feet (SQ. FT) of the flat roof. The prospective contractor is required to remove approximately 3000 SQ. FT of shingles down to the sheathing; add an additional 500 SQ. FT of roofing repair/replacement as contingency for discovery of additional repairs; inspect sheathing for damage and replace all damaged sheathing; clean all flat roofs, seams, drains with EPDM roof cleaner; install six-inch wide EPDM pressure sensitive cover tape and apply lap sealant; power wash the roof and use white silicone roofing system; use Tri-Ply APP Smooth Modified Bitumen or GAF Felt Buster or equivalent membrane roll for underlayment; install CertainTeed by Saint Gobain Highland Slate or GAF Timberline Natural Shadow Charcoal Algae Resistant Architectural Shingles or equivalent shingle; provide and install ice and water shield four feet from the top of the roof; provide and install ice and water shield four feet from roof edge; remove all debris and garbage from site daily and ensure material dumpster is securely covered after hours. Contractor shall commence work immediately after receiving the Notice to Proceed (NTP). All submittals for material are required no later than ten (10) days from receiving the NTP with the completion of all required work including removal of all debris from the premises within 30 days. The solicitation will be released on or about July 14, 2025, with the date for the one site visit scheduled to take place within the following week. Requests for Information will be due five days after the site visit and offerors will be due ten days after the publication of the VA s responses. The response submittal instructions, date, and time will be included in the solicitation. Proposal will only be received electronically. No hardcopy and faxed proposals will not be accepted. It is the responsibility of the prospective offeror to ensure the timely delivery of their response. End of Description
