ADVERTISEMENT FOR BID

Notice is hereby given that competitive sealed BIDS for a General Contract for the furnishing of

all labor and materials for the construction of:

Mill Creek Corners & Laurelwood Subdivision Drainage Improvements

will be received by the Mayor and Board of Aldermen of the CITY OF FLOWOOD herein called the

OWNER at the office of the:

CITY CLERK OF THE CITY OF FLOWOOD, FLOWOOD CITY HALL

2101 AIRPORT ROAD, SUITE A

FLOWOOD, MS 39232

Until 10:30am local time on March 26th, 2026 and then at said office publicly opened and read

aloud.

An optional Pre-Bid Conference will be conducted on March 12th, 2026 at 10:30 a.m. local time in

the Board Room of the City of Flowood at the above listed address. Attendance by a principal,

project manager or estimator of any prospective bidder is recommended but not required.

The project scope is to make certain improvements to the existing storm drainage pipe system

in the Millcreek Corners and Laurelwood Subdivision drainage area. The work required will

include but not be limited to: clearing & grubbing, grading, storm drain, erosion control, and all

other work required as shown on the Construction Plans and in the Contract Documents and

Specifications. The total Contract Time will be 90 consecutive calendar days with liquidated

damages at $2,500.00 per consecutive calendar day thereafter.

Copies of the PLANS, SPECIFICATIONS & CONTRACT DOCUMENTS may be obtained at the

office of BENCHMARK ENGINEERING & SURVEYING, LLC located at 660 Katherine Dr, Suite

301, Flowood, MS 39232 upon payment of One-Hundred Fifty Dollars ($150) per set – none of

which is refundable.

Official Drawings and Specifications are also available for downloaded from Central Bidding at

www.centralbidding.com. For questions related to the electronic bidding process, please call Central

Bidding at 225-810-4814. Hard copies of the Plans, Specifications and Contract documents may be

obtained via request to office@benchmarkms.net for a cost of $150, none of which is refundable.

Bid Security in the amount of 5% of the bid must accompany each bid in accordance with the

INTRUCTIONS TO BIDDERS. Attorneys-in-fact who sign Bid Bonds, Payment Bonds or

Performance Bonds must file with each bond a certified and effective dated copy of their Power of

Attorney.

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime

contractors and are encouraged to make inquiries regarding potential subcontracting opportunities,

equipment, material and/or supply needs.

against on the grounds of race, color, religion, sex, national origin, age, disability, sexual

preference, marital or veteran status, or any other legally protected status in consideration for an

award.

No prospective CONTRACTOR may withdraw his proposal within SIXTY (60) DAYS after the actual

date of the opening thereof.

Each bidder shall write the Certificate of Responsibility number and Mississippi Contractors License

number on the outside of the sealed envelope containing his proposal. Proposals shall be submitted

in duplicate, sealed, and deposited with the Clerk prior to the hour and date designated above.

The City of Flowood reserves the right to waive any information or irregularities, to accept any bid

deemed to be in the best interest of the County, or to reject any or all bids.

Award will be made to lowest and best bidder as determined by the Owner.
