Description

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately.





This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 dated January 3,2025.





The solicitation number is FY255701043 this solicitation is issued as a request for quote (RFQ). The requirement is to remove/purchase/install two new (Honeywell Multitrend Plus V5 Chart Recorders 8 to 32 channels, with 12.1” SVGA,800X600 mm color high brightness TFT LCD) OR Equal or Better associated equipment for the International Boundary and Water Commission, Amistad Power Plant Field Office located at Texas 349 Spur, Del Rio, Texas 78840.



This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling



Industrial Process Variables, with a corresponding small business standard of 750 employees. The Product Service Code (PSC) for this requirement is J059 Maintenance, Repair, and Rebuilding of Equipment- Electrical and Electronic Equipment Components.



Only offers from SAM registered small businesses will be considered for this solicitation.





Items and Services shall be quoted ALL or NONE as per CLIN structure attached and returned with your quote via e-mail directly to my attention at adrian.knights@ibwc.gov



Quotes shall be good for 120 Days.



Active UEI (Unique Entity Identifier) must be included with your offer.



Description: The International Boundary and Water Commission, United States Section (IBWC) requires the remove/purchase/installation of better than or equal to (2) new Honeywell Multitrend Plus V5 Chart Recorders for the Amistad Power Plant Field Office located at Texas 349 Spur, Del Rio, Texas 788407-8545.





Refer to attached PWS for description of the requirement. CLIN structure attached shall be returned with your quote via email to my attention with information requested. Related past performance submission is highly encouraged but not required.



The destination for FOB Destination shall be the Amistad Field Office.



A site visit of where the work will be performed is highly recommended - pictures are allowed but no pictures of other attendees or IBWC personnel are allowed. PPE is required - hard hat and protective footwear. The USIBWC will not provide PPE. Site visits may be arranged with Mr. Juan Escobar by phone at either (830) 774-5519, (830) 774-5299, or (830) 442-6823 (cell).





Site visits will close on 5/29/2025.





Please be aware that whatever is said during the site visit is meant to be helpful but does not and cannot change the Solicitation Documents. During this site visit, all conversations are considered informal and are not contractually binding until questions are submitted in written form. The official answers will be posted to SAM.gov for all.

Offer due date/local time: June 10, 2025, 3:00 PM MST.





Evaluation of Offer – The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate Offers: Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance.





The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror.





Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed at https://www.sam.gov.
