Medical Readiness Contracting Office - West, Ft. Cavazos, TX has an upcoming requirement to solicit for and award a contract to provide High-Energy Electro-Hydraulic Extracorporeal Shockwave Device that must be FDA approved device to treat multiple tendinopathies: knee pain, osteoarthritis, shoulder pain, chronic plantar fasciitis and chronic lateral epicondylitis with a trained Technician to operate the device in a operating room setting at Carl R. Darnall Army Medical Center (CRDAMC), Fort Cavazos, Texas 76544. Basic requirement details are listed below.

The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

The North American Classification System (NAICS) code for this requirement is 334510- "Electromedical and Electrotherapeutic Apparatus Manufacturing" The Small Business Size Standard in millions of dollars is 1250 number of employees.

SALIENT CHARACTERISTICS FOR THE REQUIREMENT:

Contractor shall deliver the High-Energy Electro-Hydraulic Extracorporeal Shockwave device, which includes all labor, equipment and other instrumental consumable related supplies for patient specific needs basis on the surgeon requirement within twenty-four hours prior to schedule procedure. The contractor will be notified when the device/service is needed prior to the date of the procedure.

• CONTRACTOR MUST PROVIDE LABOR AND TRANSPORTATION TO PROPERLY DELIVER OF HIGH-ENERGY ELECTRO-HYDRAULIC SHOCKWAVE DEVICE AND ACCESSORES TO CRDAMC AT FORT CAVAZOS, TX ON THE DAY PRIOR TO THE SCHEDULED SURGERIES.


• THE HIGH-ENERGY ELECTRO-HYDRAULIC SHOCKWAVE DEVICE MUST BE FDA APPROVED TO TREAT CHRONIC PLANTAR FASCITIS AND CHRONIC LATERAL EPICONDYLITIS DURING SURGERY.


• THE CONTRACTOR MUST ENSURE EQUIPMENT IS PICKED UP THE SAME DAY AFTER USAGE OR THE DAY AFTER.


• THE EQUIPMENT MUST BE MOBILE, SELF CONTAINED AND CLEAN UPON DELIVERY


• MUST PROVIDE TRAINED TECHNICIAN TO OPERATE THE DEVICE IN AN OPERATING ROOM SETTING TO ASSIST THE PHYSICIAN WITH THE PROCEDURE ON THE DAY OF THE SURGERY; however, under no circumstance do Technician ever touch the patient.

PERIOD OF PERFORMANCE: 01 July 2025 – 30 September 2025 with 4 option periods ending 30 September 2029.

Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to provide and deliver the products listed below. In response to this notice, interested parties shall submit a written Statement of Capability limited up to 5 pages and shall include the following information:

• Offeror's name, address, point of contact, phone number, and e-mail address.

• Offeror's interest in providing a proposal/quote on the solicitation when it is issued.

• Offeror's capability to provide the products being requested.

Offeror's capability to perform a contract of this magnitude and complexity (include offeror's capability to provide High Energy Extracorporeal Shockwave Therapy (ESWT) procedures, equipment and support for Carl R. Darnall Army Medical Center, Fort Cavazos, Texas 76544 provide at least three (3) examples. Documentation of appropriate products must be presented in sufficient detail for the Government to determine that your company possesses the necessary means to compete for this acquisition.

Offeror's type of small business and Business Size (Whether 8(a), HUB Zone, Women-Owned Small Business, Service Disabled Veteran Owned Small Business, etc.), or Large Business Status, should be documented in the Statement of Capability.

Interested parties are responsible for marking information that is proprietary in nature. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No subcontracting opportunity is anticipated. A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government.
