The US Army Medical Command, Regional Health Contracting Office – Atlantic, Gordon Health Contracting Branch intends to award a non-competitive sole source contract for the procurement of RALS Web-Based Software System renewal to Abbott Rapid Diagnostics Informatics, Inc. 2000 Holiday Dr. Ste 500, Charlottesville, VA, 22901-3601
The Proposed Contractor shall provide Software licensing for annual renewal of RALS software license throughout Martin Army Community Hospital for period of performance from 08/01/2025 to 7/31/2030. Software must be 100% combability with existing system used throughout MACH.
This procurement will be awarded under the authority of FAR 13.106- 1(b)(1)(i): Only one source reasonably available.
Sole source determination is based on the need for the RALS Web-Based Software System for Martin Army Community Hospital, Fort Benning, GA. RALS Web-Based Software System provides web-based software license subscription that interface with 22 Abbott i-stat analyzers and 23 Abbott Precision Xceed pro and Abbott Freestyle Precision Pro Glucometer analyzers. Alere Informatics, Inc. is the only company that provides the RALS Web-Based Software System, for Abbott equipment.
The North American Industry Classification System (NAICS) code for this acquisition is 541512 Computer Systems Design Services and the size standard is 30 million
No solicitation package will be issued. This notice is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored
This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by Closing Date/Time, the contract will be issued without further notice.
A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
