The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The U.S. Army Futures Command, Combat Capabilities Development Command (DEVCOM) Aviation and
Missile Center (AvMC), Prototype Integration Facility (PIF), at Redstone Arsenal, Alabama, is issuing this
synopsis in accordance with FAR Part 5.203. The Government intends to issue an award on a sole source basis
for a firm-fixed price (FFP) delivery order to Concepts NREC for the procurement of a Torque Measurement
System (TMS) Kit capable of testing a T408 Turbine Engine with a Variable-Geometry, Radial Outflow
Compressor (VAROC) Air Dynamometer 250 (V250 Dyno). The only known capable source with access to the
proprietary data necessary to provide this requirement is Concepts, NREC, the Original Equipment
Manufacturer (OEM).
The proposed contract action is for supplies or services for which the Government intends to solicit and
negotiate with only one source under authority of FAR 6.302-1(a).
The Contracting Officer determined that Concepts NREC is the only source that can reasonably meet the
Government’s requirement in accordance with Title 10 U.S.C. Section 3204(a)(1), as implemented by Federal
Acquisition Regulation (FAR) 6.302-1(a)(2)(i), “Only one responsible source and no other supplies or services
will satisfy agency requirements.”
The only known capable source with the proprietary data necessary to procure this supply is the Original
Equipment Manufacturer, Concepts NREC. The Government does not have access to or rights in this
proprietary data sufficient to compete this requirement; however, any interested party wishing to demonstrate its
capability must show that it currently possesses or has authorized access to the necessary proprietary data, or
has a viable plan to obtain, generate, or otherwise secure authorized access to the necessary proprietary data
from Concepts, NREC.
The Government intends to award a purchase order to Concepts, NREC, the OEM. This synopsis is not a
competitive request for proposals; however, the Army will consider entities who submit capability statements
that show proof that it currently possesses or has authorized access to the necessary proprietary data, or has a
viable plan to obtain, generate, or otherwise secure authorized access to the necessary proprietary data from
Concepts, NREC. The Government will consider any capability statements received within 10 days after date of
publication of this synopsis.
