Description

The U.S. Army Contracting Command - Rock Island is seeking to identify potential System for Award Management (SAM) Database registered business who have the capability to provide preventative maintenance, operational qualification (otherwise known as calibration), and emergency services for a Spectroscopy System. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue or award a contract. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal/ quote. Particularly, the purpose of this NOTICE is to gain knowledge of potential SAM Database register businesses interested and capable of performing this work.

DESCRIPTION OF WORK:



Preventive maintenance (PM) operational qualification (OQ) and emergency service agreement for Crane Army Ammunition Activity’s Chem Lab Fourier Transform InfraRed (FTIR) spectroscopy system. The PM/OQ and repair services will be in direct support of production and manufacturing of ammunition products. Primarily, services provided will focus on the hardware components but also include software applications/updates as well. The manufacturer of the system equipment is PerkinElmer. Vendor must be able to comply with OEM PerkinElmer equipment.





The FTIR system is made of 2 major parts. The Spectrum 3 FTIR bench is the portion of the system that makes the light and the Spotlight 400 FTIR Microscope is the microscope component. Under each major part there is an accessory piece that will require a performance check but would need to be replaced if presented with issues.

  • With KRS5 UATR (for performance checks only – not covered by repair service)




  • Part 2 - Spotlight 400 FTIR Microscope Serial Number: 124877 (Part No. L1860090)




  • ATR Imaging Accessory Serial Number: 124575




  • Preventive Maintenance and Software update service.

  • Universal Operational Qualification service.

  • Emergency Repair services





Tasks to be performed by the Contractor shall include:





Preventative Maintenance/ Operational Qualification will include at minimum:






    • Spectrum 3 Spectrometer bench


      • General checks for correct appearance (clean) and operation - Source and Source mirror, Beam Splitter, Optical Unit Windows, Mirrors. Check and clean PSU Cooling Fan.

      • Check desiccant life, change if spent.

      • Diagnostic tests for correct operation of components - PSU output values, Laser Amplitude, Alignment of Solenoids, Igram Peak Values, IR Energy Output; optimize or recalibrate as needed and retest as required.

      • Performance tests - Signal to Noise Ratio of Detectors, Error on Calibration Peak for MIR, NIRA Performance Test, System Suitability Test for instrument accessories (UATR PODS); optimize and retest as required.





  • KRS5 UATR Accessory



      • Check energy and signal to noise ratio of the objective.

      • Collect polystyrene spectrum and compare to standard spectrum.





  • Spotlight 400 Microscope



      • General checks for correct appearance (clean) and operation – Stage, stage controls, Cassegrains,

      • Performance tests - check Signal to Noise Ratio on all detectors (array and single element) in transmission and reflectance. Optimize and retest as required.

      • Performance tests - check for Cut-off and Linearity on array detector for large and small pixels.

      • Collect polystyrene standard and compare to standard spectrum.





  • ATR Imaging Accessory



      • Visual inspection of diamond surface.

      • Performance tests as prescribed in PerkinElmer UPM protocols.





  • IR Software



      • Install most recent updates and patches to all software programs utilized by the instrument system.









Emergency repair will include at minimum:




  • Assessment of the current state of the instrument and determination of repairs needed.

  • Repair and return of instrument to fully operational condition, including software updates and/or patches.



Performance verification tests (see 7.1 above) needed to verify the instrument is fully operational

The requested period of performance for this service is 01 July 2025 - 30 June 2027. This includes a base year and one option year.
