Description

Restoration of Left and Right Balcony on the South-East Facade of the CMR





The U.S. Embassy in Prague, Czech Republic, intends to issue a solicitation for construction services to restore the left and right balconies on the south-east facade of the Chief of Mission Residence (CMR). The project involves eliminating water infiltration into the balcony slabs and renovating the damaged balcony structures to ensure their long-term use.



Scope of Work:





The contractor will be responsible for:




  • Restoring the left and right balconies, which are axially symmetrical and exhibit similar damage.

  • Addressing structural issues caused by expansion movements of steel railings and water infiltration.

  • Ensuring high-quality renovation work while minimizing disruption to the building, which serves as both a residence and a venue for official functions.

  • Completing the project in accordance with the specifications outlined in the project documentation.



The contractor shall:




  • Provide all necessary personnel, equipment, materials, tools, and supervision to complete the services as per the technical requirements.

  • Execute the work diligently in accordance with a negotiated firm fixed price and performance period.

  • Prepare and submit reports, bill of materials, product literature, drawings, specifications, quality control schedules, safety plan, and construction costs.

  • Ensure professional quality, technical accuracy, and coordination of all services furnished under this contract.

  • Identify a Project Site Manager responsible for overall project management and provide as-built construction documents and warranty documentation.

  • Examine all documents and visit the site on the site-inspection day to fully inform themselves of all conditions and limitations applied to the work.

  • The contractor must submit a general phasing plan with a construction schedule as part of the cost proposal.

  • The contractor must comply with Czech National Standards or U.S. codes/standards, whichever is more stringent.

  • The contractor must ensure safety and adhere to local labor laws and regulations.



Period of Performance:

The project must be completed within 100 days from the date of contract award.

CMR Building, Prague 6, Czech Republic.



Contract Type: Firm Fixed Price.



Solicitation Release Date: The solicitation is expected to be released on or about July 11, 2025. Interested parties are advised to monitor the SAM.gov website for updates.



Solicitation Closing Date: The solicitation is expected to be closed on August 8, 2025. Interested parties are advised to monitor the SAM.gov website for updates.



Eligibility:

This acquisition is open to contractors experienced in repairing historically significant buildings. Contractors must provide evidence of relevant experience with at least three reference projects completed in the last five years.



Application for Solicitation Documentation Checklist:

In applying for the solicitation material, vendors must acknowledge compliance with the following requirements:




  1. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), the contractor must possess authorization to operate and do business in the Czech Republic.

  2. Contractors must be registered in the System for Award Management (SAM). Registration details can be found at https://sam.gov.



Failure to provide the above documentation when submitting a proposal may result in the proposal being found technically unacceptable and removed from the competition without further discussions.



Interested contractors must submit a firm fixed price cost proposal, including:




  1. A statement of experience in repairing historically significant buildings.

  2. A Quality Control Schedule (QCS) and Project Safety Plan (PSP).

  3. A Bill of Materials (BOM), product literature, and standard specification submittals.

  4. A Contractor’s Installation Guarantee covering the work, labor, and equipment for one year.

The solicitation package/documents shall not be placed on SAM.gov. Vendors interested in the detailed solicitation package may request it at pragueGSOprocurement@state.gov no sooner than July 11, 2025.
