Description

The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates solicitation of a requirement for design-bid-build (DBB) construction services to be performed in support of the Natomas Reach I Contract 2 (RIC2) at Sacramento, California (CA).

The project is anticipated to support the American River Common Features (ARCF), Natomas Basin Project, located within the great Sacramento region of California. RIC2 is a continuation of Contract 1 which provided cutoff walls for seepage mitigation in the levees for the entire reach of Natomas Reach I, extending from Northgate Boulevard to Gateway Oaks Drive along the American River levee. Contract 2 project is anticipated to require flattening the landside slope along the American River from Gateway Oaks Drive to the Northgate Boulevard and along the NEMDC. Total length of slope flattening is approximately 2.18 miles and will include site excavation and re-use of approximately 15,000 cubic yard levee embankment fill and borrow site excavation and import of approximately 12,000 cubic yard levee embankment fill. The borrow site will be obtained by the Contractor. The work will also include the relocation of utilities, construction of a 12-foot maintenance road at the landside toe, and tree removal. Activities that impact the levee prism will only be permitted between 15 April and 1 November.

The estimated cost for the anticipated project is $5,000,000 to $10,000,000.

The Government intends to solicit an Invitation for Bids (IFB) that will result in award of a firm-fixed price contract.

The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction. The small business size standard for this NAICS, as established by the United States Small Business Administration (SBA), is $45,500,000.00 annual revenue The Product and Service Code (PSC) is anticipated to be Y1LC, Construction of Tunnels and Subsurface Structures.

The solicitation is anticipated to be issued as a total small business set-aside through the Procurement Integrated Enterprise Environment (PIEE - https://piee.eb.mil) and Governmentwide Point of Entry, the System for Award Management (SAM - www.SAM.gov) on or about July 2026 with bids tentatively due August 2026.

It is currently anticipated that the Government will conduct a pre-bid conference and/or site visit on or about August 2026. The specific date, time, location, and access requirements will be identified in any forthcoming solicitation.

Please DO NOT request an updated schedule if estimated dates are surpassed; the Government will release all information publicly through PIEE and SAM when updates are available. Requests for schedule updates may be ignored.

Please DO NOT request a copy of the solicitation, as it is not currently available. Any available technical data will be furnished with any forthcoming solicitation.
